According to the new media, the implementation plan plans to build a Shenzhen-Hong Kong deep integration development zone (hereinafter referred to as the deep integration development zone) with the 9.5-square-kilometer port area as the core, and strive to establish a smooth communication channel with Hong Kong's "northern metropolitan area" by 2023, relying on the Shenzhen-Hong Kong cooperation special class mechanism.
It is reported that Luohu has put forward 45 specific measures to further accelerate the development of deep integration between Luohu and Shenzhen from six aspects: infrastructure connectivity, smooth exchange of talents, cross-border integration of factors, industrial development, public services and cultural exchanges.
In terms of medical care, Luohu District is making efforts to incorporate Luohu District People's Hospital into the designated medical institutions in Shenzhen for referral services to Hong Kong patients, and at the same time, it is promoting the construction of a "general practice training center" in Shenzhen and Hong Kong to promote the convenient flow of high-quality medical and health resources in Greater Bay Area.
In terms of social services, projects such as Luohu Shenzhen-Hong Kong Women and Children Exchange Activity Center, Shenzhen-Hong Kong Elderly Service Center, Shenzhen-Hong Kong Family Mediation Service Center and Shenzhen-Hong Kong Family Travel Service will also be accelerated.
It is worth noting that in terms of education, in order to fully implement the basic education of Hong Kong people, Luohu will continue to strengthen the brand of sister schools in Guangdong, Hong Kong and Macao, encourage private schools to run classes in Hong Kong, and introduce social investment to establish international schools.
According to the implementation plan, Luohu will build Shenzhen-Hong Kong Youth Maker Center, and continuously improve the operation level of platforms such as Deloitte Greater Bay Area Double Innovation Center, Hong Kong Merchants Specialty and Youth Group Luohu Service Center: 1. "Plus" Hong Kong and Macao talent housing security plan through housing allocation or rental subsidies; 2. Continue to introduce special policies for talent development in Hong Kong and explore the establishment of a highly convenient professional practice system in Hong Kong; 3. Provide employment services for employees in Shenzhen and Hong Kong, and promote the construction of a "special service window for talents in Hong Kong".
At present, in the first half of 2022, 15 Hong Kong enterprises covering information technology, high-end medical devices, financial industry, biomedicine, high-end services and other fields have settled in Luohu Shenzhen-Hong Kong Deep Integration Development Zone. By 2023, Luohu District will initially establish a normalized talent service system of "interactive exchange of talent policy service windows" by implementing a package of talent plans, so that more talents can gather in Luohu.
