The term "bid evaluation experts" as mentioned in these Measures refers to those who have a high theoretical level and rich practical experience in the technical, economic and management aspects of housing construction and municipal infrastructure projects, meet the conditions stipulated in these Measures, and are engaged in bid evaluation and other related work with the approval of the Provincial Department of Housing and Urban-Rural Development.
The above personnel constitute a provincial expert database of housing construction and municipal infrastructure projects (hereinafter referred to as the "provincial expert database of bid evaluation"). The provincial bid evaluation expert database consists of sub-libraries of cities and counties (cities, districts), and bid evaluation experts enter the sub-libraries of cities and counties (cities, districts) according to their work or residence.
These Measures shall apply to the identification, dynamic evaluation of bid evaluation experts in this province and the establishment, use and management of expert database.
The provincial administrative department of housing and urban and rural construction is the management department of experts in bidding and evaluation of housing construction and municipal infrastructure projects in the province. Entrusted by the Provincial Department of Housing and Urban-Rural Development, the provincial tendering and bidding supervision institution is specifically responsible for the establishment of provincial bid evaluation expert database and the dynamic management of bid evaluation experts. Its main responsibilities are:
(a) to be responsible for the qualification examination and selection of bid evaluation experts, and to guide and supervise the training and assessment of bid evaluation experts in the whole province;
(two) to guide and supervise the use and management of the sub-database of bid evaluation experts in cities and counties (cities, districts);
(three) to investigate and deal with the illegal acts of bid evaluation experts in bid evaluation activities according to law.
Municipalities and counties (cities, districts) bidding supervision institutions are responsible for the daily management of the local bid evaluation expert database, and their main responsibilities are:
(a) responsible for the preliminary examination and recommendation of the qualifications of local experts who apply for bid evaluation and the daily maintenance and management of the sub-database of bid evaluation experts;
(two) responsible for supervising the selection and determination of bid evaluation experts;
(three) to be responsible for the training, assessment and management of bid evaluation experts in the region;
(four) to investigate and deal with the illegal acts of bid evaluation experts in bid evaluation activities according to law.
The bid evaluation experts shall enjoy the following rights:
(a) to accept the invitation of the tenderer and serve as a member of the bid evaluation committee;
(two) independently review the bidding documents according to law, and put forward the evaluation opinions, which are not interfered by any unit or individual;
(3) accepting labor remuneration for participating in bid evaluation activities;
(four) to put forward opinions and suggestions on the management of bid evaluation experts.
The bid evaluation experts shall perform the following obligations:
(1) In accordance with the Interim Provisions on the Bid Evaluation Committee and Measures for Bid Evaluation (OrderNo. 12 of seven ministries and commissions), it shall voluntarily withdraw;
(2) Abide by the discipline of bid evaluation, do not contact bidders privately, do not accept property or other benefits from others, and do not disclose the evaluation and comparison of bid documents, the recommendation of successful candidates and other information related to bid evaluation;
(3) conducting bid evaluation objectively and fairly;
(four) to assist and cooperate with the supervision and inspection of the relevant administrative supervision departments;
(five) the employer information changes, or personal information changes, it should be updated in a timely manner;
(six) to participate in the training organized by the bidding supervision institutions;
(seven) other obligations stipulated by laws and regulations.
