Original Policy: Operation Measures for Talents in Suzhou High-tech Zone to Purchase Commercial Housing Priority
Applicant/condition
(Employment/Education/Family/No Housing)
Undergraduate and master talents who have been employed and started businesses in the High-tech Zone and have paid social security or individual taxes for 0/2 months or more, and the applicant and his family (including minor children) have no own housing in Suzhou and have no housing transaction record in 0/year;
In the High-tech Zone, the applicants and their families (including minor children) have no doctors with their own houses in Suzhou, and the high-level talents and special talents recognized by the District Talent Office are in short supply.
After the implementation of these measures, the applicant will transfer the family-owned housing to the name of his spouse or minor children, resulting in no self-owned housing, and can only apply for preferential purchase qualification after two years of real estate transfer registration of the housing.
An applicant and his family (including minor children) (hereinafter referred to as "the applicant's family") can only enjoy the preferential policy of buying a house once.
Housing supply
The housing purchase policy for outstanding talents in Suzhou High-tech Zone was first piloted in Shishan Street, and then extended to other sectors depending on market conditions.
Real estate development enterprises (hereinafter referred to as "development enterprises") shall, after the current price of the project is put on record and before the pre-sale permit, extract preferential housing that does not exceed 40% of the pre-sale permit construction area of the current project.
Application time:
During the subscription period announced by the developer (different properties, different time)
PS: The development enterprise should formulate a perfect pre-sale (sales) plan, and specify the one-time centralized subscription period (not less than 7 days) of the excellent room.
Application materials:
1, ID card
2. Household registration
3. Proof of marital status (including divorce certificate and divorce agreement or effective judgment document, etc.). )
3. Social security or tax payment voucher
4. Education certificate and other materials (the above materials are provided in originals for future reference)
5. Fill in the "Suzhou High-tech Zone Talent Purchase Application Form" (on-site).
6. Declare and guarantee that there is no self-owned house in Suzhou city.
Place of application:
Develop the sales place designated by the enterprise.
Remarks:
After the end of the centralized subscription period, the development enterprises will no longer accept the application for the qualification of preferential purchase of houses.
Accept an application
Development enterprises should formulate a sound pre-sale plan and stipulate a one-time centralized subscription period (not less than 7 days) for excellent housing.
Eligible applicants should take the above materials to the sales site designated by the development enterprise within the centralized subscription period after the development enterprise obtains the pre-sale (sales) license, fill out the Application Form for the Purchase of Houses by Excellent Talents in Suzhou High-tech Zone, and issue a statement that Suzhou has no self-owned housing before subscription registration.
After the end of the centralized subscription period, the development enterprises will no longer accept the application for the qualification of preferential purchase of houses.
Qualification verification
Sales staff of development enterprises will log in to the academic degree certification system in Xuexin.com or abroad to inquire about the academic qualifications of registered subscribers and print screenshots of qualified academic qualifications. Development enterprises will submit all kinds of information of registered talent families to the district government service center, and all departments will verify according to their functions after the window is connected.
The District Housing and Construction Bureau will publicize the list of certification applicants on the website of the Housing and Construction Bureau, and the development enterprise will publicize the list at the project sales site for 2 days. If there is no objection to the publicity or the objection is not established, it is determined that the applicant has the qualification to purchase high-quality housing.
Centralized house selection
1. The development enterprise shall determine the housing selection order in an open, fair and just manner and publicize it on the spot. Doctors and high-level talents recognized by the district talent office can give priority to housing selection, and the remaining housing is purchased by the remaining outstanding housing applicants.
2. The development enterprise shall timely submit the selection results of excellent houses and the relevant materials of the applicant to the District Housing and Construction Bureau for the record.
3. The remaining houses of excellent house purchase and the houses unsubscribed by the applicant are no longer regarded as excellent house purchase houses.
