Generally speaking, the implementation of Delphi method needs to be based on some organizational work. First of all, there should be a management team, ranging from two to a dozen, depending on the workload. The management team should correctly understand the essence and process of Delphi method, know the situation of experts and have the necessary professional knowledge and methods of statistics and data processing.
After the overall design of the forecasting workflow by Delphi method, the management team selects the expert list. Usually, the management team has a list of experts to choose from, and the number of experts who choose to participate in the forecast is called the response team, ranging from a dozen to one or two hundred. The situation of experts is different, such as specialty, level, age, position, personality, social background, etc., which will affect their understanding, answer and predicted results of a certain question. Therefore, we should carefully study and select the list of response groups, so that the structure of this group can fully consider the research problems and avoid missing important information. To this end, the list should include experts from various disciplines related to the subject, as well as experts from other disciplines. It is best to arrange a few people who are good at interdisciplinary thinking, or who like to argue and ask questions. The experts to be invited should obtain the consent in advance, otherwise the recovery rate is too low, even less than 50%.
