I. Main Work Achievements
Since the launch of the special environmental protection campaign in our city, the environmental protection departments at the city and county levels have dispatched more than 200 law enforcement vehicles 1200 (times) and more than 2,800 law enforcement personnel (times), inspected more than 530 enterprises of various types, found environmental violations 1 19, and filed 36 cases for investigation. In view of the severe drought in our city and the severe safety situation of centralized drinking water sources, the environmental protection departments at the city and county levels have increased the frequency of supervision over the operation of environmental protection facilities of enterprises involved in water pollution in sensitive areas, and increased the frequency of supervision from once a month to more than once a week during the drought; At the same time, high-frequency inspections and monitoring were carried out in drinking water source protection areas and centralized drinking water source protection areas in key towns and villages, effectively ensuring the safety of centralized drinking water sources in the city. Second, pay attention to emergency management of water environment. Establish and improve the water environment emergency rapid response mechanism to ensure that once sudden environmental pollution accidents occur, they can be handled in time and disposed of scientifically and properly. Establish inter-provincial and inter-basin emergency linkage mechanism. Actively communicate with upstream tongren city, Guizhou Province, jointly formulate the cross-basin environmental emergency work linkage scheme of Huaihua and tongren city environmental protection departments, and establish a linkage mechanism with tongren city to promote environmental information communication, environmental risk prevention and timely and scientific disposal of sudden environmental accidents. The third is to ban illegal enterprises that close water source protection areas.
(2) Highlight the special rectification of pollution in non-coal mines.
The first is to standardize the disorderly exploitation of carbonaceous shale slate in our city. The Municipal Environmental Protection Bureau issued the Notice on Strengthening the Management of Examination and Approval of Environmental Impact Assessment for the Development of Rock Mineral Resources such as Carbonaceous Shale Slate, requiring the county and municipal bureaus to strictly control the mineral setting and environmental access for the development of such mineral resources to prevent the prevention and control of environmental pollution and ecological damage caused by indiscriminate mining and excavation; The second is to severely crack down on the indiscriminate mining, indiscriminate digging, indiscriminate dumping, dumping and environmental pollution of non-coal mine enterprises. Jingzhou county has carried out special rectification of non-coal mines, closing 5 illegal coal gangue mines, 5 illegal iron mines 1 and 5 illegal bauxite mines 1. The Municipal Environmental Protection Bureau has listed and supervised non-coal mine enterprises with serious pollution hidden dangers. It is suggested that Xupu county government and Tongdao county government investigate and deal with the illegal dumping of solid waste in Banxi quarry and Lifan mining in Junping town, rectify within a time limit and eliminate pollution.
(3) Highlight the special rectification of the medical industry.
The environmental protection departments of cities and counties investigated 7 pharmaceutical enterprises, 133 medical institutions and 1 centralized medical waste disposal units in the city. Xupu county investigated and dealt with the illegal acts of exceeding the standard discharge of arts and sciences biological companies, requiring enterprises to stop production. Hecheng District imposed an administrative penalty of 50,000 yuan on the environmental violations of the First People's Hospital of the city because the wastewater pollution prevention facilities could not meet the current wastewater treatment needs of the hospital, resulting in the direct discharge of overloaded medical wastewater, and ordered the enterprise to rectify. Huitong county ordered the hospital to rectify the problem that the aging wastewater treatment system of the people's hospital of the county caused the medical wastewater to fail to reach the standard stably, and the hospital invested more than 300,000 yuan to rectify it.
(four) highlight the rectification of environmental pollution problems strongly reflected by the masses.
First, the supervision of waste water and waste gas emission enterprises has been strengthened. The environmental protection departments at the city and county levels inspected 292 polluting enterprises, found 59 environmental violations, issued 52 correction letters within a time limit, ordered 3 enterprises to stop production and rectify, and reported to the government to order 26 enterprises to close down. Second, the environmental protection departments at the city and county levels are closely linked to crack down on illegal environmental pollution such as waste water and waste gas. The Municipal Environmental Protection Bureau timely feeds back the information obtained from daily monitoring, 12369 complaint platform and online monitoring platform of pollution sources to the local county-level environmental protection departments to severely crack down on environmental violations. If Zhongmin reports that Wanyuan Auxiliary Company in Hongjiang District has discharged water pollutants beyond the standard, the Municipal Environmental Protection Bureau will lead Hongjiang District and Zhong Fang County Environmental Protection Bureau to investigate and deal with it, impose administrative punishment on Wanyuan Auxiliary Company, and order it to reissue the hazardous waste business license. In Huitong County, the total manganese and suspended solids in the waste water of China Resources Manganese Industry exceeded the standard, and the exhaust gas smoke, sulfur dioxide and nitrogen oxides in Jin Dadi Huazhong Cement and Chenxi County of Zhong Fang exceeded the standard. The Municipal Environmental Protection Bureau issued the Notice of Environmental Monitoring, instructing the County Environmental Protection Bureau to initiate an investigation. The third is to deal with environmental complaints seriously. Up to now, the Municipal Environmental Protection Bureau has handled a total of 12 suggestions made by the National People's Congress and the CPPCC, with the completion rate and satisfaction rate of 100%, accepted 27 environmental complaints, completed 122, and is handling 5, successfully mediating and solving a number of hot and difficult environmental problems strongly reflected by the masses.
(5) Highlight the task of rectification at the city level.
1. Strengthen centralized improvement of drinking water sources in urban areas. First, strengthen environmental supervision of drinking water sources. Established the enterprise ledger of the second-class protection zone of drinking water source, insisted on regular on-site inspection of drinking water source environment, and increased the inspection frequency in flood season and dry season; The second is to resolutely ban polluting enterprises that affect the quality of drinking water sources. In the first half of the year, Hecheng district government shut down 12 small waste plastic processing enterprises in the secondary protection zone of drinking water sources. The third is pollution control and ecological restoration. Through environmental protection projects, more than 3 million yuan was raised to maintain the flood damage project of Fengpingxi estuary in the first-class protection area of drinking water sources in our city, restore the vegetation of abandoned quarries, and build more than 300 protective piers and more than 200 standard green belts.
2. Strengthen pollution control in construction. The Municipal Housing and Construction Bureau, the Municipal Public Utilities Bureau and the Municipal Environmental Protection Bureau have carried out rectification on the construction site, strengthened the civilized construction management on the construction site, and achieved initial results by implementing work responsibilities and strengthening construction supervision. The pollution of construction dregs to urban areas has been gradually reduced, and the urban environment has been further improved. The Municipal Bureau of Housing and Urban-Rural Development strengthened the examination of safety production conditions before the project started, investigated 1 17 projects under construction, and issued more than 60 hidden danger rectification notices, requiring the construction unit to make rectification in time.
3. Strengthen the law enforcement inspection of key hospitals and medical waste disposal units. The Municipal Environmental Protection Bureau and the Municipal Health Bureau jointly issued the Notice on Carrying out Pollution Remediation Actions of Medical Institutions and Centralized Medical Waste Disposal Units. The two departments jointly conducted a special inspection on the People's Hospital of the First, Second and Third City and Tianyuan Environmental Protection Technology Co., Ltd., and the Third Hospital of the City rectified the problems that the existing medical waste collection and storage sites were not equipped with hazardous waste identification signs, and the medical waste storage sites of the Second Hospital of the City were not equipped with anti-theft facilities according to the inspection requirements.
4. Strengthen pollution control of key enterprises in industrial parks. The Municipal Environmental Protection Bureau and the Administrative Committee of the Municipal Industrial Park attach great importance to the environmental problems of Hunan Juntai Pulp Industry Co., Ltd. First, strengthen supervision according to law. Take night check, dark check, surprise check and other ways to overcome all kinds of difficulties, strengthen the on-site inspection of Juntai Company, find illegal acts, and resolutely put on record for investigation. On July 30th, the Municipal Environmental Protection Bureau received complaints from people in urban areas and China county about the pulping odor of the company. After on-site investigation and monitoring, the odor emitted by the company on that day exceeded the national emission standard. The Municipal Environmental Protection Bureau investigated and dealt with this illegal act. The second is to urge enterprises to strengthen rectification. Constantly strengthen Juntai's environmental monitoring, increase the environmental monitoring density, and repeatedly order the company to rectify environmental protection issues such as wastewater treatment, odor gas treatment and online facilities to ensure that the rectification is in place. The third is to strengthen publicity and guidance for enterprises, help enterprises find problems, standardize operation supervision, guide and warn enterprises to abide by laws and regulations, and consciously fulfill their environmental protection obligations and social responsibilities.

After the national environmental protection special action video conference was held, the municipal government attached great importance to it and quickly conveyed and implemented the spirit of the conference.
First, organizational leadership has been strengthened. The municipal government has set up a leading group for environmental protection special action, headed by Li Zicheng, deputy mayor, with Deputy Secretary-General in charge of the municipal government and Director of the Municipal Environmental Protection Bureau as deputy heads. Relevant leaders of eleven departments, including development and reform, economy and information, justice, land, health, housing and construction, industry and commerce, public utilities, safety supervision, water conservancy and environmental protection, have strengthened the organization and leadership of the city's environmental protection special action. 13 the county (city, district) set up a leading group for environmental protection special action headed by the county (city, district) government, and the county magistrate of Zhong Fang personally served as the leader of the leading group for environmental protection special action, which effectively promoted the in-depth development of environmental protection special action.

The third is to clarify the tasks and priorities of the work. This year's environmental protection special action mainly includes four aspects: investigating and dealing with environmental problems of key emission reduction enterprises such as self-owned power plants, cement and steel; Investigate and deal with illegal environmental pollution problems such as waste water and waste gas; Special rectification of heavy metal-related enterprises; Investigate the environmental pollution problems of pharmaceutical industry, medical institutions and centralized medical waste disposal units. The municipal government has also identified four key tasks, namely, centralized remediation of urban drinking water sources, pollution remediation of urban construction, law enforcement inspection of key hospitals and medical waste disposal units, and pollution remediation of key enterprises in Huaihua Industrial Park. For these four key tasks, the municipal government put forward specific rectification requirements and decomposed the responsibilities. Counties and urban areas also highlight key points in special environmental protection actions. Xupu County has made heavy efforts to rectify illegal sand mining in rivers, Jingzhou County has vigorously promoted the rectification of illegal mines, Chenxi County has vigorously carried out environmental protection law enforcement of centralized drinking water sources in rivers, Zhijiang has conducted a comprehensive investigation on the pollution of medical institutions, and Mayang County has initiated a compulsory power outage for illegal enterprises.

The environmental protection departments at the city and county levels take the form of in-depth door-to-door distribution of brochures and convening enterprises to focus on publicity and study, and publicize the judicial interpretation of the "two highs" for enterprises including chemical industry, medicine, metallurgy, machinery, hazardous waste generation and disposal units, sewage treatment plants, etc., and distribute 500 Yu Ben brochures and more than 3,000 leaflets, so that enterprises can understand the judicial interpretation of the two highs well and consciously abide by the law.
Second, extensive publicity through multiple channels to create a strong atmosphere for carrying out special actions. In order to ensure the smooth progress of the environmental protection special action, radio, television and newspapers were widely used to publicize the special action, and more than 90 related information reports were published in various media. At the same time, give full play to the role of "12369" environmental protection hotline, unblock complaint channels, create a good atmosphere of extensive social participation and supervision, and effectively promote the in-depth development of environmental protection special actions through public reports by news media.
(3) Pay attention to supervision in order to achieve practical results.
In order to promote the in-depth development of the city's special environmental protection actions, the office of the municipal government issued the Notice on the Supervision of Special Environmental Protection Actions and Key Environmental Protection Projects on June 7th, 20XX.
