4. Expand the pilot of online transmission of vehicle transfer information.
On the basis of the original 15 pilot city, we will further expand the pilot project of electronic online transmission of files of non-operating minibuses, all of which will be implemented in municipalities directly under the central government, provincial capital cities, capital cities of autonomous regions and cities with separate plans. 5. Motorcycles are exempted from inspection by the state and 6 years.
Applicants can directly inspect motorcycles anywhere in the country and apply for inspection marks without going through the entrusted inspection procedures.
Motorcycles registered within 6 years are exempted from inspection by inspection institutions. When regular inspection is needed, the owner of the motor vehicle can directly apply to the public security traffic management department for the inspection mark.
6. Simplify motor vehicle mortgage registration procedures.
When the parties apply to the public security traffic management department for motor vehicle mortgage registration, if the commercial bank or auto financing company is the mortgagee, it is not necessary to submit the original business license, but a copy of the business license stamped with the official seal. Electronic seal can be used for business license copy or mortgage contract.
Promote the establishment of traffic management service stations in banks, auto financing companies and other institutions to facilitate the people to register motor vehicles. 7, expand the scope of use of the original license plate number.
For non-operating vehicles of the same license plate type registered under the name of the same motor vehicle owner, you can apply for exchanging motor vehicle license plate numbers between vehicles to better meet the needs of the masses and units; The license plate number of the same motor vehicle can be changed once a year.
Relax the time limit for using the original motor vehicle license plate number. After the cancellation, removal and transfer of the original vehicle, the retention period of the original number is adjusted from one year to two years.
8, the implementation of motor vehicle sales enterprises on behalf of the driving license plate.
Promote the establishment of traffic management service stations in motor vehicle sales enterprises and issue temporary driving licenses so that people can drive on the road after buying a car and obtaining a temporary license.
9, the full implementation of vehicle purchase tax information networking.
On the basis of the original pilot projects in four provinces (cities), we will comprehensively promote the online check of vehicle purchase tax information with the tax authorities. When the public security traffic control department handles the motor vehicle registration, it will inquire about the electronic information of the purchase tax online, and the masses do not need to submit paper-based purchase tax payment or tax exemption certificates to the public security traffic control department.
10, implement 12 123 traffic control voice service hotline.
Deepen the "Internet traffic management service", popularize the application of 12 123 voice service platform, activate the "12 123" national unified traffic management service telephone number, and provide traffic management business consultation, information inquiry, business reservation/acceptance and user information registration/change for the masses on the Internet platform.
