The provincial Jinan Economic Development Zone was formally established on March 28th. 1. The management committee has fully started to urge enterprises entering the park to start construction. Through going deep into various enterprises, we will find out the situation one by one and urge the construction to start as soon as possible. Enterprises that expropriate land without using it will be informed according to law, and it is suggested to return or recover the land. At present, Weimar Heavy Industry, Rolling Bearing, Xiu Yuan Knitting, Xianglong Rubber Industry and other enterprises have accelerated the construction progress.

2. The production and marketing situation of enterprises that have been completed and put into production tends to pick up.

Since the beginning of this year, with the improvement of the international economic situation and the introduction and implementation of relevant national control measures, various production enterprises have gradually overcome the impact of the financial crisis, and their output and sales revenue have steadily rebounded, and some enterprises such as Dajun Leather have returned to normal. 1-May, the total industrial output value of the development zone * * * reached 655 million yuan, and the warehousing tax was about 60 million yuan.

Second, the main problems that need to be solved at present

1. Please confirm the internal organization setup and existing staffing of the Management Committee as soon as possible, so as to stimulate everyone's work enthusiasm. Secondly, it is necessary to strengthen and enrich the personnel strength of the CMC, focusing on increasing professional and technical personnel in investment promotion, land planning and construction.

2. Land issues:

(1) The revision of land use planning has not been completed. The land south of the 3 12 national road planned in the second phase of the development zone belongs to the scope of basic farmland protection, and the nature of the land has not been adjusted. In addition, the investment in land leveling is very large, which affects the handover of the development zone and the start-up of enterprises entering the park. Especially on the south side of 3 12 national highway, when planning the 4S shop commercial land project, the land index can not be solved.

(2) Hongqi Building Materials Market Project is the largest market and building economic investment project in the Development Zone. The total investment of the project is 450 million yuan, which will greatly improve the image along the 365 and 438+02 national highways and play a good supporting role for the development zone. The construction land of this project is 202 mu, which has been submitted for approval through replacement, and it is urgent for the district government to coordinate and arrange listing for land supply.

Since the beginning of this year, the contracted projects need land of 1.700 mu, and three other projects are under negotiation, which need land of 1.500 mu. Before the end of 10, the administrative committee will requisition 1000 mu south of Dahuashan Road as the reserved land for industrial projects attracting investment. Land actually acquired by the development zone 1780 mu. The above-mentioned required and requisitioned land indicators have not been implemented, and must be solved through land replacement (consolidation). Please increase the support of the district land department, simplify procedures, strengthen examination and approval, and ensure the implementation of construction land and land use indicators in the development zone.

3. There is a great demand for infrastructure construction, land acquisition, demolition and resettlement, and financing channels need to be further broadened. During the year, the development zone will also build park roads such as Fenghuang South Road and Heping South Road. At present, the district party committee and the district government have paid close attention to it and arranged the district city investment company to assist in applying for an infrastructure loan of 300 million yuan from the Municipal Agricultural Development Bank. The project is in the process of preparation and declaration, and various materials need to be improved urgently. Please ask the relevant departments directly under the district to further increase assistance and support.

4. The electricity consumption in the development zone is currently agricultural electricity consumption. In terms of price, although the same price in the same network, due to the aging of the line, the power consumption is relatively large, which is nearly 4 percentage points higher than that in the urban area. Due to the lack of personnel, the rural power company has a big gap with the urban area in service level and standard, which has not matched the development of provincial development zones. It is suggested that the district government coordinate the power supply department. First, Jinan Development Zone should be included in urban power supply. The second is to require rural power companies to increase investment, transform lines, increase service personnel, and do a good job in security.

(III) Work arrangement and plan for the next step

1, pay close attention to the revision and approval of the master plan and regulatory detailed plan of Jinan Economic Development Zone.

2. Improve the environmental impact assessment of 8.5 square kilometers in the second phase of Jinan Economic Development Zone as soon as possible, and complete the preparation and review of the assessment report.

3, strengthen contact with the land department, timely grasp the policy changes and information dynamics. Accelerate the examination and approval of land replacement (consolidation) and land transfer, and effectively guarantee the implementation of construction land indicators in development zones.

4. Before June 20th, land acquisition of 600 mu south of National Highway 3 12, east of Xianshengdian Road and north of Dahuashan Road will be completed. 3 12 National Road south, Xianshengdian Road east, Hu Sang Road west, Dahuashan Road north of 35,000 square meters of housing demolition work in full swing, completed within three months.

5. At the end of June, National Highway 3 12 and Shengli Road grade crossing were opened to realize the seamless connection between the north and the south of the development zone.

6. Accelerate the construction of resettlement houses and ensure that all relocated households move into new houses during the year.
