China People's Liberation Army Real Estate Management Regulations General Provisions Article 1 These Regulations are formulated for the purpose of reasonably and effectively managing and using military real estate and ensuring the needs of national defense construction. Article 2 The term "real estate" as mentioned in these Regulations refers to the land, houses and their ancillary facilities, equipment and trees managed and used by the military. Article 3 Military real estate is an important part of national defense facilities. We must make unified planning and allocation, use it rationally, manage and maintain it in a good environment, and improve the efficiency of use to meet the needs of army building. Article 4 The ownership of military real estate belongs to the Central Military Commission and the headquarters. Its property rights are managed by logistics infrastructure barracks departments at all levels, and relevant business departments are responsible for their use and management according to their purposes. Article 5 It is the right and obligation of military leaders, administrative departments and every soldier to manage and make good use of military real estate. All units should regularly carry out education on cherishing and caring for military real estate, do a good job in the use, management and development of real estate, and give full play to its benefits.
On the premise of ensuring combat readiness, military occupation and keeping military secrets, military real estate can be developed and operated according to law. Anyone who uses idle military real estate to carry out business must be brought into the centralized management of the military real estate management department.
The main ways of military real estate development and management: using spare houses or venues for rent; Handle the sale of idle houses; Paid transfer and cooperative management of military land; Cooperate with local governments to rebuild and build houses through joint ventures; Establish an economic entity.
Military real estate development and operation must strictly fulfill the examination and approval procedures, handle registration, and collect real estate use fees according to regulations. The income distribution of real estate development and operation projects shall be implemented in accordance with the relevant provisions of the General Logistics Department. A strict examination system must be implemented for real estate lessees, and they must not be leased to people and non-governmental organizations who have neither personal status nor economic security. Real estate is strictly prohibited in the military restricted zone. Foreign management of real estate in other areas, if it involves the security and confidentiality of military facilities, affects the efficiency of military facilities or hinders the normal conduct of military activities, must be reported to the General Staff Department for approval.
