If the public solicitation and transfer may lead to the transfer of control rights of listed companies, state-owned shareholders shall employ securities companies, securities investment consulting institutions or other financial consulting institutions qualified for mergers and acquisitions of listed companies as financial consultants. The financial adviser shall have a good reputation, have no record of major violations of laws and regulations in the past three years, and have no interest relationship with the transferee.

The relevant requirements for equity transfer stipulate that:
1. If the state-owned shareholders buy back the main business assets of the listed company after the completion of the share transfer, the share transfer price shall be determined by the state-owned shareholders according to the reasonable valuation result of the listed company's share price issued by the intermediary agency.
2. In order to implement the integration of state-owned resources or assets reorganization, the share transfer price should be reasonably determined according to the listed company's net asset value per share, return on net assets, reasonable price-earnings ratio and other factors without reducing the state-owned shareholders and rights and interests of the listed company.
