What approval procedures are needed to set up a religious activity place?

Article 21

A religious group preparing to set up a venue for religious activities shall apply to the religious affairs department of the people's government at the county level where the proposed venue for religious activities is located. The religious affairs department of the people's government at the county level shall, within 30 days from the date of receiving the application, put forward the examination opinions and report them to the religious affairs department of the municipal people's government with districts.

The religious affairs department of the municipal people's government divided into districts shall, within 30 days from the date of receiving the materials submitted by the religious affairs department of the people's government at the county level, make a decision on whether to approve the application for establishing other fixed places for religious activities; Apply for the establishment of temples and churches, put forward examination opinions, and report to the religious affairs departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government for examination and approval.

The religious affairs departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall, within 30 days from the date of receiving the materials submitted by the religious affairs departments of the municipal people's governments with districts, make a decision on approval or disapproval.

After the application for the establishment of a venue for religious activities is approved, the preparatory work for the venue for religious activities can be handled.

Article 20? The establishment of a place for religious activities shall meet the following conditions:

(1) The purpose of establishment does not violate the provisions of Articles 4 and 5 of these Regulations;

(two) local religious citizens have the need to carry out collective religious activities on a regular basis;

(three) there are religious personnel who intend to preside over religious activities or other personnel who meet the requirements of this religion;

(4) It has the necessary funds, and the sources of the funds are legal;

(five) the layout is reasonable, in line with the requirements of urban and rural planning, and does not interfere with the normal production and life of surrounding units and residents.
