Circular economy and environmental protection of vanadium-titanium industrial park in Panzhihua, Sichuan

The development of circular economy in the park is mainly in two aspects: "reuse" and "resource utilization". Circular economy has three levels:

The second is the circulation between enterprises in the park: Deming Chemical Company produces sulfuric acid for the surrounding titanium dioxide production enterprises, and recovers the waste acid from titanium dioxide production enterprises to produce sulfuric acid; Deming Nonferrous Metals Co., Ltd. recycled the waste residue "sulfuric acid residue" of Deming Chemical Company to produce cobalt oxalate, nickel carbonate, cathode copper and iron powder; Tai Ding Chemical Company, Lintong Chemical Company, Yiyuan Chemical Company, Yifeng Chemical Company and Hong Jie Metallurgical Company recover the waste sludge phosphorus from phosphorus industrial enterprises to produce yellow phosphorus and phosphoric acid; Jinsha Cement Company recycles waste residue from iron and steel enterprises to produce cement; The waste residue recovered by silicon industrial enterprises in Yezheng charging plant is sorted into metallurgical raw materials; Juxin Hong Chen Company recycled waste residue from Deming Chemical Company to produce reduced iron powder; Wait a minute.

The third is the circulation between enterprise workshops in the park: the dust removal workshop of Changji Metal Company and Yudian Electric Metallurgical Company recovers the waste gas from smelting workshop to produce silicon powder; Sichuan Investment Chemical Company plans to build a sodium tripolyphosphate workshop to recover the tail gas from the yellow phosphorus workshop to produce sodium tripolyphosphate; Deming Chemical Company plans to use the waste heat power generation workshop to generate electricity by using the steam from sulfuric acid workshop, and plans to build a brick-making workshop to recover the waste residue from iron powder workshop to produce building bricks. Deming company, a demonstration enterprise of circular economy in the park. This enterprise is a typical circular economy enterprise. The main raw material is waste copper mine, with an annual output of 300,000 tons of sulfuric acid (the largest in Panxi), which is supplied to the surrounding titanium dioxide enterprises. The waste heat steam is also supplied to the surrounding titanium dioxide enterprises for production, and the waste acid and waste residue of titanium dioxide enterprises are recovered, and 700 tons of cobalt oxalate, nickel carbonate 160 tons, 480 tons of cathode copper and 654,380+060,000 tons of iron concentrate powder are extracted, and the value created by recovery reaches the main product sulfuric acid. The first phase project (50% capacity) was completed and put into operation in February 2005, and the second phase project (300,000 tons) is expected to start construction this year. When V-Ti Park 200 1 was established, Panzhihua Environmental Protection Research Institute was entrusted to complete the Regional Environmental Impact Report of Panzhihua High Energy Consumption Industrial Park in Sichuan Province, which passed the evaluation of provincial experts and the approval of the Provincial Environmental Protection Bureau. After deciding to develop the Madian River area in 2002, the Management Committee entrusted the Sichuan Academy of Environmental Sciences to complete the regional environmental impact report in time, which passed the evaluation of provincial experts and the approval of the provincial environmental protection bureau.

According to the EIA report, the total environmental protection of Tuanshan River and Madian River in the park 13.9 square kilometers is: 7,350.36 tons of sulfur dioxide, 9,947 tons of dust and 4.5 million cubic meters of solid waste capacity (excluding Xiabizhagou); The fluoride in Tuanshan area (5.4 square kilometers) is 78 tons per year. According to the calculation of 25 square kilometers of the park, the environmental protection capacity will nearly double.

Even if all the enterprises and projects that have entered the park are completed according to the scheduled maximum scale, the total amount of environmental protection indicators used is only 2,433.35 tons/year, dust1763.1ton/year, solid waste of 248,000 cubic meters and fluoride 107.22 tons/year. Vanadium-titanium Park also has huge environmental protection capacity and can accept new enterprises and projects.

A model enterprise of environmental protection-Changji Metal Company, a wholly-owned Taiwan-funded enterprise. The company was established in August 2005, with an annual output of 20,000 tons of metallic silicon. Its products occupy a leading position in the metal silicon market in Taiwan Province Province, and the investment in environmental protection accounts for 24% of the total investment. After inspection by the provincial environmental protection bureau, it is considered as "a model of dust control in alloy smelting enterprises in the province".
