The people's governments at or above the county level and their departments shall, within the scope of their respective duties, determine the specific contents of government information that is voluntarily disclosed. Government information should be pre-existing and need not be processed. Need relevant departments "processing summary", does not belong to the scope of government information disclosure.
Significance of information disclosure system
The significance of carrying out information disclosure system can be summarized from two aspects: history and reality.
From a historical point of view, in the feudal autocratic rule of more than two thousand years, the rulers have always pursued the creed of "unknown punishment and unpredictable power" and did not share any information with the society. Rulers seek their best interests from this information asymmetry, but for society, this information asymmetry has caused great losses in the efficiency of social resource allocation.
After the founding of New China, some influences of traditional feudalism are still deeply rooted among a few cadres. Some people are afraid of information leakage and others know, block information for various reasons, and even engage in black-box operations.
From a practical point of view, the disclosure of government information was still a sensitive topic in the past. Many people don't know what government information disclosure is, and some media dare not set foot in this field. Nowadays, not only the State Council has formulated laws and regulations, but nearly half of local governments with legislative power have also formulated local laws and regulations on government information disclosure. Talking about information disclosure has even become a fashion or hot spot today. From this contrast, we can clearly feel the progress of democracy and legal system construction in China.
