At present, the situation of COVID-19 epidemic prevention and control in Xiangcheng County is severe and complicated. In order to protect the health and life safety of the broad masses of people and resolutely win the war of epidemic prevention and control, according to the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases, the Law of People's Republic of China (PRC) on Emergency Response, the Emergency Regulations on Public Health Emergencies, the Law of People's Republic of China (PRC) on Public Security Administration Punishment and the National Highway Law of the People's Republic of China. The relevant matters are hereby notified as follows:
First, limit the travel time.
It will be implemented from the date of announcement on October 7, 2022/KLOC-0, 65438, and the dissolution time will be announced separately.
Second, restricted access areas
All completed roads in all county administrative areas except national highways and provincial highways.
Third, the restrictions of traffic laws and regulations.
Prohibited scope: all private cars, vans, three-wheeled, four-wheeled vehicles, new energy vehicles, agricultural vehicles, engineering vehicles and official vehicles without vehicle passes at the novel coronavirus Pneumonia Epidemic Prevention and Control Headquarters in Xiangcheng County.
Buses, taxis, online car rentals and tourist charters in urban areas will all stop operating.
In order to ensure the normal operation of urban production and life, the following motor vehicles are not subject to the above measures:
1. Military vehicles, police cars, fire engines, ambulances, engineering rescue vehicles, emergency command vehicles and other emergency vehicles;
2. Vehicles entering the city, transit vehicles and logistics vehicles transporting grain, oil, vegetables, meat, fruits, drinking water and other materials for people's livelihood and agricultural means of production such as feed, veterinary drugs and vaccines, as well as transporting epidemic prevention materials and emergency relief materials;
3. Funeral vehicles in funeral homes;
4. Work vehicles issued by the prevention and control headquarters of novel coronavirus infected with pneumonia in Xiangcheng County;
5. Vehicles that need to go to the hospital with village-level or neighborhood Committee certificates;
6. The vehicles that can pass are clearly defined by the superior.
7. Other vehicles involving life safety.
It is hoped that the general public and traffic participants will consciously abide by the provisions of this circular, and the traffic management department of the county public security bureau will severely punish those who drive motor vehicles on the road in violation of the provisions of this circular in accordance with relevant laws and regulations.
This notice shall be implemented as of the date of promulgation.
