In order to implement the Food Safety Law of People's Republic of China (PRC), the Opinions of the General Office of the State Council on Accelerating the Construction of Traceability System for Important Products, and the Measures of the General Office of Shandong Provincial People's Government on Strengthening Food Safety, Shandong Provincial Market Supervision Administration, together with relevant departments, established a traceability platform for edible agricultural products and food information in Shandong Province to implement food traceability management. The relevant matters are hereby notified as follows:
1. Food producers and operators shall truthfully record and save information such as incoming inspection, ex-factory inspection and product sales in accordance with the provisions of the Food Safety Law to ensure food traceability. Shandong Food Chain is a food information traceability platform. Food producers and operators use the "Shandong Food Chain" to record food information and connect the upstream and downstream links, helping food producers and operators to carry out traceability management quickly and efficiently and realize the traceability of products.
Two, food producers and operators in the province should establish a traceability system to ensure the traceability of food, and the enterprise information traceability system should be connected with the traceability platform of government departments to realize information sharing. Food producers and operators who have established an information traceability system can use docking data interface or batch import to transmit traceability information to the "Shandong food chain". Food producers and operators who have not established a traceability system shall use the "Shandong Food Chain" for traceability management as required.
Three, before June 30, 2022, all food producers and operators in the province should complete the user registration and activation in the "Shandong food chain". Computer users can log on to the "Shandong Food Chain" website through browsers such as 360, QQ and Google to complete user registration. Mobile phone users can search for "Shandong food chain" in WeChat applet, Love Shandong APP and Love Shandong Alipay applet to complete user registration.
4. From July 1 day, 2022, all kinds of edible agricultural products, food and school canteens, collective dining distribution units and central kitchens, such as vegetables, fruits, aquatic products, grain and its products, meat products, dairy products, edible oil, alcohol, health food and infant formula food, will upload food information through "Shandong Food Chain".
Five, food producers and operators shall, in accordance with the "Shandong food chain" requirements, accurate, complete and timely upload all kinds of food information. If the winding information is true, complete, accurate and effective, and conforms to the provisions of Articles 51 and 53 of the Food Safety Law, it is deemed that the factory inspection, incoming inspection and other records have been established, and there is no need to establish separate paper records.
6. The "Shandong Food Chain" system is deployed in the government cloud platform of Shandong Province. The system adopts advanced data protection tools to ensure the safety of enterprise information data storage, transmission and use, and to build a strong defense line for information security related to food production and operation.
Seven, market supervision departments at all levels will strengthen daily supervision and inspection, guide and urge enterprises to strictly abide by the traceability management system, standardize the use of "Shandong food chain", to ensure the effective operation of "Shandong food chain". Those who fail to perform relevant legal obligations in violation of regulations shall be investigated and dealt with according to the Food Safety Law and other laws and regulations.
