In order to further implement the spirit of the Emergency Notice on Further Strengthening the Prevention and Control of Outbreaks on Campus in March, 2004 14 (hereinafter referred to as the Notice), and ensure the smooth and orderly development of the recent epidemic prevention and control work and the normal and orderly education and teaching order, relevant matters are hereby notified as follows.
The first is to strengthen policy interpretation. The "Notice" proposes that "boarding schools in primary and secondary schools should implement closed management this weekend ... non-boarding schools should effectively organize students to go to and from school ... All teachers should adhere to the principle of" non-essential non-mobility ",and other control measures should be formulated according to the situation of epidemic prevention and control inside and outside the province, which has stages. Boarding schools have a holiday this weekend. There is no holiday, that is to say, all boarding schools. Semi-boarding is not compulsory. If students must stay in school, the school should make corresponding arrangements. Whether to continue the follow-up depends on the epidemic situation in our province. It is necessary to strictly implement the principle of territorial management of epidemic prevention and control, adhere to the "one county, one case" and "one school, one policy" to do a good job in epidemic prevention and control in primary and secondary schools. Boarding schools are not allowed to take new classes on weekends, and they should make overall arrangements for recreational activities, physical exercise, homework guidance and self-study.
Second, strengthen communication between home and school. All primary and secondary schools should introduce in detail the school epidemic prevention and control arrangements, students' study and living security during school, and strive for parents' support and understanding to the maximum extent.
Third, strengthen education and guidance. All primary and secondary schools should organize students to carry out epidemic prevention and control education through the theme class meeting before June 17 (Thursday), and comprehensively introduce the epidemic prevention and control situation inside and outside the province, the recent epidemic prevention and control work arrangement of the school and self-protection education. Boarding schools should effectively explain that students can't go home this weekend in principle, and give some students "one-on-one" psychological counseling to prevent extreme events.
Fourth, strengthen special governance. Strictly guard against the "one size fits all" phenomenon. Individual parents really need to send school supplies to their children after school communication, and all relevant primary and secondary schools shall not refuse. Under the premise of strictly implementing the needs of school epidemic prevention and control, organize special personnel to receive and set up special areas to meet the reasonable needs of parents and strictly disinfect the items brought into the campus. On the premise of meeting the requirements of local epidemic prevention and control, teachers and students who really need to move due to special circumstances will be released in time after fulfilling the relevant leave procedures.
Fifth, strengthen logistics support. Boarding schools should comprehensively do a good job in logistics support such as power supply, water supply and catering, supplement epidemic prevention materials, and ensure the normal operation and timely supply of all kinds of logistics support in schools.
Sixth, strengthen the guidance of public opinion. Schools should communicate with parents, preach to students, explain the situation of epidemic prevention and control realistically, and ensure that every parent and student understands and supports the school's epidemic prevention and control arrangements. In particular, it is necessary to prevent some parents from not understanding and supporting the online exaggeration and hype about the epidemic situation in our province and the school's epidemic prevention and control practices due to poor school organization, resulting in parents sending items to the school getting together at the school gate.
Seven, strengthen the duty on duty. All primary and secondary schools, especially boarding schools, should fully implement the 24-hour duty system and the school leadership shift system, and the necessary emergency management institutions such as epidemic prevention and control group, safety management group and logistics support group should keep normal operation for 24 hours, and stand by at any time in case of emergency.
Eight, strengthen organizational guidance. All primary and secondary schools should immediately activate the epidemic prevention and control organization and leadership system, strengthen the epidemic prevention and control organization and leadership, formulate and improve emergency plans and organize drills in time. The education administrative departments of counties (cities, districts) should promptly organize special supervision on epidemic prevention and control and safety management of their primary and secondary schools, ensure that the responsibilities, measures and guarantees for epidemic prevention and control are put in place, promptly urge schools to establish reforms when problems are found, and resolutely prevent the epidemic from spreading to the campus.
