(a) the national statistical survey refers to the statistical survey of the basic situation of the whole country, including the statistical survey items independently formulated by the National Bureau of Statistics and jointly formulated by the National Bureau of Statistics and relevant departments of the State Council. The new and major statistical investigation items in the national statistical investigation plan shall be reported to the State Council for approval by the National Bureau of Statistics; Regular and general statistical investigation items shall be examined and approved by the National Bureau of Statistics.
All localities, departments and units must conduct national statistical surveys in strict accordance with the national statistical survey plan.
(2) The departmental statistical survey refers to the professional statistical survey of various departments. Departmental statistical investigation plans and plans are compiled by departmental statistical agencies and relevant functional agencies. Among them, if the statistical investigation object belongs to the jurisdiction system of the department, it shall be examined and approved by the leaders of the department and reported to the National Bureau of Statistics or the statistical agencies of the local people's governments at the same level for the record; Statistical investigation objects outside the jurisdiction of the department shall be reported to the National Bureau of Statistics or the statistical agencies of the local people's governments at the corresponding levels for examination and approval, and important ones shall be reported to the State Council or the local people's governments at the corresponding levels for examination and approval. Measures for the division of statistical investigation jurisdiction systems of various departments shall be put forward by the National Bureau of Statistics in conjunction with relevant departments of the State Council, and implemented after being reported to the State Council for approval.
(3) Local statistical surveys refer to local statistical surveys that need to be conducted by local people's governments. Measures for the examination and approval of local statistical investigation plans and statistical investigation plans shall be formulated by the statistical agencies of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government and reported to the National Bureau of Statistics for the record. Departmental statistical surveys and local statistical surveys shall not duplicate or contradict national statistical surveys.
The division of labor among national statistical surveys, departmental statistical surveys and local statistical surveys shall be specifically agreed upon by the National Bureau of Statistics in conjunction with the relevant departments of the State Council and the statistical agencies of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. The statistical data needed by the comprehensive coordination department of the people's government at or above the county level shall be collected from the statistical agencies and relevant departments of the people's government at the corresponding level; If a direct statistical investigation is really necessary, a statistical investigation plan and a statistical investigation plan shall be formulated in accordance with the relevant provisions of the Statistics Law and these Detailed Rules and implemented after approval.
The relevant departments of the people's governments at or above the county level shall organize the implementation of departmental statistical surveys and submit basic statistical data or comprehensive statistical data to the statistical agencies of the people's governments at the corresponding levels in a timely manner.
The National Bureau of Statistics and the statistical agencies of the local people's governments at or above the county level shall provide relevant comprehensive statistical data to the departments of the people's governments at the corresponding levels on a regular and free basis. The statistical investigation plan shall be compiled according to the statistical investigation items. Statistical investigation items refer to statistical investigations organized and implemented in a certain period of time to achieve specific statistical investigation purposes. The plan of statistical investigation project shall specify: project name, investigation organ, investigation purpose, investigation scope, investigation object, investigation method, investigation time and main contents.
When making a statistical investigation plan, a statistical investigation plan must be made at the same time. The statistical investigation plan shall include the following contents:
(1) A statistical questionnaire and explanation to be filled in by the statistical investigation object;
(two) comprehensive statistics and explanations for sorting and reporting;
(three) the personnel and funds needed for statistical investigation and their sources. Statistical institutions of people's governments at or above the county level and statistical institutions of various departments shall strictly examine the necessity, feasibility and scientificity of statistical investigation plans and statistical investigation schemes submitted for trial; If it does not conform to the provisions of these rules, it shall be returned for modification or disapproval. The following principles shall be followed in compiling and reviewing statistical investigation plans:
(1) If all kinds of statistical surveys approved for implementation can collect data, the surveys will not be repeated;
(two) sampling survey, key survey or administrative records can meet the needs, and shall not issue a comprehensive statistical questionnaire; If the one-time statistical survey can meet the needs, no regular statistical survey will be conducted; If the annual statistical survey can meet the needs, it shall not be conducted quarterly; The quarterly survey can meet the needs, not on a monthly basis; The progress statistical investigation below the month must be strictly controlled;
(three) to prepare a new statistical investigation plan, it is necessary to pilot or solicit the opinions of relevant localities, departments and grass-roots units in advance, conduct feasibility demonstration, ensure practicality and pay attention to investigation efficiency;
(four) should ensure the personnel and funds needed for statistical investigation. The state establishes a regular population census system. The regular census is led by the State Council and local people's governments at all levels, organized and implemented by statistical agencies and relevant departments, and the required funds are shared by the central and local governments.
To carry out regular sampling survey, we should find out the basic statistical units and their distribution through the general survey of basic statistical units and administrative records, establish a scientific sampling framework, and select enough sample units to represent the whole population according to the principle of randomness, so as to reduce sampling errors. Statistical investigation forms approved in accordance with the prescribed procedures must indicate the form number, tabulation organ, approval or filing organ, approval or filing number and expiration date in the upper right corner.
Relevant statistical investigation objects have the right to refuse to fill in the statistical questionnaire that is not marked with the contents listed in the preceding paragraph or has expired, and statistical institutions have the right to abolish it. All regions, departments and units shall improve the statistical data auditing system to ensure the accuracy and timeliness of statistical data.
The statistical data provided by various departments, enterprises and institutions shall be reported after being audited, signed or sealed by the leaders of the departments and units or the person in charge of statistics. Relevant financial statistics should be provided by financial accounting institutions or accountants, and audited, signed or sealed by the person in charge of financial accounting. Statistical data provided by statistical agencies and township statisticians of the people's governments at or above the county level shall be reported after being examined, signed or sealed by the person in charge of statistical agencies or township statisticians of the people's governments at the corresponding levels. Statistical institutions of the people's governments at or above the county level must do a good job in statistical information consulting services and make full use of the social and economic information that can be made public to serve the public.
Abide by the relevant provisions of the state, provide statistical information consultation beyond the provisions of the statistics law and statistical system, and implement paid services. The specific measures shall be formulated by the National Bureau of Statistics in conjunction with the competent price department of the State Council. All localities, departments and units must implement the provisions of the state on the confidentiality management of statistical data and strengthen the confidentiality management of statistical data.
Nineteenth all regions, departments and units must establish a statistical data file system. The storage, transmission and transfer of statistical data files shall comply with the relevant state regulations on file management. The state establishes and improves the system of regular publication of statistical data.
The statistical data obtained from the statistical investigation of the National Bureau of Statistics shall be published by the National Bureau of Statistics. The statistical data obtained from the statistical investigation of the relevant departments of the State Council shall be published by the relevant departments of the State Council; Among them, the statistical data obtained by the statistical investigation of the National Bureau of Statistics are duplicated and crossed, and shall be published by the relevant departments of the State Council after consulting with the National Bureau of Statistics. The relevant departments of the State Council municipality directly under the Central Government shall publish statistical data and report them to the National Bureau of Statistics for the record within 10 days from the date of publication.
Statistical institutions of local people's governments at or above the county level and relevant departments shall publish local statistical data obtained from statistical investigations, and the provisions of the preceding paragraph shall apply mutatis mutandis. The National Bureau of Statistics shall perform the following duties:
(a) according to the relevant laws, administrative regulations and relevant state policies and plans, formulate statistical work rules, formulate statistical modernization plans and national statistical investigation plans, organize, lead and coordinate national statistical work, and supervise and inspect the implementation of statistical laws and regulations and statistical systems;
(two) improve the national economic accounting system and statistical index system, and formulate a unified national basic statistical report system; To formulate or work with relevant departments to formulate national statistical standards and examine and approve departmental statistical standards;
(three) under the leadership of the State Council, in conjunction with the relevant departments to organize major national conditions and national strength survey, organize and coordinate the national social and economic sampling survey;
(four) according to the needs of the state in formulating policies, plans and management, collecting, sorting out and providing basic national statistical data, and making statistical analysis, statistical prediction and statistical supervision on national economic and social development;
(five) to review the statistical investigation plans and plans compiled by various departments in the State Council, and to manage the statistical investigation forms compiled by various departments in the State Council;
(six) to examine, approve, manage, publish and publish basic national statistical data, and regularly publish statistical bulletins on national economic and social development;
(seven) unified leadership and management of the investigation team sent by the National Bureau of Statistics;
(eight) to organize and guide the national statistical scientific research, statistical education, statistical cadre training and statistical books and periodicals publishing;
(nine) to carry out international exchanges in statistical work and statistical science.
The investigation team sent by the National Bureau of Statistics undertakes various investigation tasks assigned by the National Bureau of Statistics, independently conducts statistical investigations according to law and independently reports statistical data. Statistical institutions of local people's governments at or above the county level shall perform the following duties:
(a) to complete the task of national statistical investigation, implement the national statistical standards, and implement the unified national basic statistical reporting system;
(2) To formulate modernization plans, statistical investigation plans and statistical investigation plans for statistical work within their respective administrative areas, uniformly lead and coordinate statistical work within their respective administrative areas, including the central and local governments, and supervise and inspect the implementation of statistical laws and regulations;
(three) according to the needs of planning and management within their respective administrative areas, collect, sort out and provide basic statistical data, and make statistical analysis, statistical prediction and statistical supervision on the national economic and social development within their respective administrative areas;
(four) to review the statistical investigation plans and programs of various departments within their respective administrative areas, and to manage the statistical investigation forms issued by various departments within their respective administrative areas;
(five) in accordance with the relevant provisions of the state, check, audit, management, publication and release of basic statistical data within their respective administrative areas; Statistical agencies of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government regularly publish statistical bulletins on national economic and social development within their respective administrative areas; The statistical agencies of the people's governments of autonomous prefectures, counties, autonomous counties, cities and municipal districts shall, in accordance with the decisions of the people's governments at the corresponding levels, publish statistical bulletins on national economic and social development within their respective administrative areas;
(six) to organize and guide all departments and units within their respective administrative areas to strengthen the construction of basic statistical work, strengthen statistical education, statistical cadre training and statistical scientific research; Assess and reward cadres and township statisticians of statistical institutions of the people's governments within their respective administrative areas.
The statistical agencies of local people's governments at or above the county level are under the dual leadership of the people's governments at the same level and the statistical agencies of the people's governments at higher levels, and the statistical business is mainly led by the statistical agencies of the people's governments at higher levels. Township statisticians shall perform the functions of township comprehensive statistics and perform the following duties:
(a) to complete the national and local statistical investigation tasks, implement national statistical standards, implement a unified national basic statistical reporting system, implement statistical laws and regulations, and supervise and inspect the implementation of statistical laws and regulations;
(two) in accordance with the relevant provisions of the state, collect, sort out, analyze, provide and manage the basic statistical data of the township;
(III) Organize and guide all relevant units and personnel in villages and towns to strengthen the basic work of rural statistics, improve the statistical ledger system and statistical file system in villages and towns, and organize statistical work below villages and towns.
The people's governments of townships and towns shall set up full-time or part-time statisticians according to the relevant provisions of the statistics law and the needs of statistical work, and establish and improve the statistical information network of townships and towns. Township statisticians and township statistical information networks are led by statistical agencies of the people's governments at the county level in statistical business.
The statistical work of the village, designated by the villagers' committee, is led by the township statistician in statistical business.
Twenty-fifth people's governments at or above the county level shall perform the comprehensive statistical functions of their departments and perform the following duties:
(a) to organize, guide and comprehensively coordinate the statistical work of various functional institutions of the department (including production, supply and marketing, infrastructure, labor and personnel, financial accounting and other institutions), * * * to complete the tasks of national, departmental and local statistical surveys, implement statistical laws and regulations, and supervise and inspect the implementation of statistical laws and regulations;
(two) to formulate the modernization plan, statistical investigation plan and statistical investigation plan of this department, organize and guide the statistical work of this department and enterprises and institutions within the jurisdiction system, and strengthen the construction of statistical teams and the basic work of statistics;
(3) In accordance with the relevant provisions of the state, submit and provide the basic statistical data of the department to the leading organs at higher levels and the statistical agencies of the people's governments at the corresponding levels, and conduct statistical analysis, statistical prediction and statistical supervision on the policies, plan implementation and management benefits of the department in conjunction with relevant functional agencies such as planning;
(four) the management of statistical questionnaires and basic statistical data issued by the department;
(five) in conjunction with the personnel education institutions of the department, organize and guide the statistical education and training of statistical cadres of the department; Assess and reward departmental statisticians; Strengthen the statistical research work of this department.
The establishment of statistical agencies of the relevant departments of the people's governments at or above the county level shall be based on actual needs, in line with the principle of simplicity and efficiency, and in line with the provisions of the statistical law. The statistical agencies or persons in charge of statistics of enterprises and institutions shall perform the comprehensive statistical functions of their own units and perform the following duties:
(a) to organize, guide and comprehensively coordinate the statistical work of the functional institutions and subordinate institutions of the unit, complete the tasks of national statistical investigation, departmental statistical investigation and local statistical investigation, formulate and implement the statistical work plan and statistical system of the unit, implement statistical laws and regulations, and supervise and inspect the implementation of statistical laws and regulations;
(two) in accordance with the relevant provisions of the state, submit and provide statistical data, statistical analysis and statistical supervision of the implementation of the plan and the management benefits of the unit;
(three) the management of statistical questionnaires and basic statistical data of the unit;
(four) in conjunction with the relevant functional institutions of the unit to improve the measurement and testing system, establish and improve the original records, statistical ledgers and accounting systems.
Statistical institutions or persons in charge of statistics of enterprises and institutions are guided by statistical institutions of local people's governments or township statisticians in statistical business.
Small and medium-sized enterprises and institutions not only have statisticians, but also can designate personnel to be responsible for statistical work. The transfer of personnel with statistical professional and technical positions shall solicit the opinions of the local area, the department, the statistical institution of the unit or the person in charge of statistics; Among them, the transfer of statistical professional and technical personnel at or above the intermediate level shall obtain the consent of the statistical agency at the higher level.
The transfer of the principal responsible persons of the statistical agencies of the local people's governments at or above the county level shall obtain the consent of the statistical agencies of the people's governments at the next higher level. The transfer of township statisticians shall obtain the consent of the statistical agencies of the people's governments at the county level.
The transfer of the heads of statistics of various departments, enterprises and institutions shall solicit the opinions of the higher authorities and the statistical agencies of the local people's governments. The National Bureau of Statistics and statistical agencies of local people's governments at or above the county level shall train statisticians in a planned way, strengthen the professional ethics education of statisticians, and improve their professional quality.
When the National Bureau of Statistics and the statistical agencies of local people's governments at or above the county level add or supplement statisticians, they should select from among those with statistical expertise.
