Article 4 The management of motor vehicle parking lots shall follow the principles of overall planning, government guidance, multi-party participation and comprehensive management, support the green development of traffic, support the intensive construction of cities, improve smart parking services and meet the parking needs of the public. Article 5 The municipal, city (county) and district people's governments shall uniformly lead the management of motor vehicle parking lots, increase the security, incorporate the management of motor vehicle parking lots into the assessment system, establish a joint meeting system, and coordinate and handle major issues in the management of motor vehicle parking lots. Article 12 The municipal housing and urban-rural construction department and the municipal (county) public parking lot construction department shall, according to the special planning of motor vehicle parking facilities and the parking demand provided by the urban management department, formulate an annual plan for the construction of public parking lots in conjunction with the urban management department and report it to the people's government at the same level for approval before implementation.
