Chapter I General Provisions Article 1 In order to strengthen the planning and construction of motor vehicle parking lots and standardize the management and use of motor vehicle parking lots, these Measures are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Measures shall apply to the planning, construction and use of motor vehicle parking lots within the administrative area of this Municipality.

The management of public transport stations and passenger and freight stations shall be implemented in accordance with relevant laws and regulations. Article 3 The term "motor vehicle parking lot" as mentioned in these Measures refers to outdoor or indoor places for motor vehicle parking, including public parking lots and special parking lots.

The term "public parking lot" as mentioned in these Measures refers to motor vehicle parking lots that are open to the public and provide parking services for unspecified objects, including independent public parking lots, supporting public parking lots, temporary parking spaces set in public parking lots and temporary parking spaces set in urban roads.

The term "special parking lot" as mentioned in these Measures refers to the motor vehicle parking lot mainly used by units and residential quarters. Article 4 The management of motor vehicle parking lots shall follow the principles of overall planning, government guidance, multi-party participation and comprehensive management, support the green development of traffic, support the intensive construction of cities, improve smart parking services and meet the parking needs of the public. Article 5 The municipal, city (county) and district people's governments shall uniformly lead the management of motor vehicle parking lots, increase the security, incorporate the management of motor vehicle parking lots into the assessment system, establish a joint meeting system, and coordinate and handle major issues in the management of motor vehicle parking lots. The daily work of the joint meeting shall be undertaken by the urban management department.

City (county) and District People's governments are responsible for the planning, construction and management of motor vehicle parking lots within their respective administrative areas, and are specifically responsible for the organization and implementation of land security and fund raising for public parking lots.

The town people's government and sub-district offices shall, in accordance with the requirements of the city, city (county) and district people's governments, do a good job in the management of motor vehicle parking lots within their respective jurisdictions. Village (neighborhood) committees shall assist in the management of motor vehicle parking lots within their respective jurisdictions. Article 6 The urban management department is the competent department in charge of the management of motor vehicle parking lots, and is responsible for the supervision and management of motor vehicle parking lots according to their duties.

Development and reform, public security, finance, auditing, natural resources planning, housing and urban construction, municipal gardens, transportation, emergency management, market supervision, civil air defense and other departments shall, in accordance with their duties, do a good job in the management of motor vehicle parking lots. Seventh motor vehicle parking lot industry associations shall formulate industry service standards, establish and improve the industry self-discipline system, carry out industry service quality evaluation and training, and assist relevant departments to do a good job in the management of motor vehicle parking lots. Chapter II Planning and Construction Article 8 The special plan for motor vehicle parking facilities shall be compiled according to the overall land and space planning and the special plan for comprehensive urban transportation, and shall be incorporated into the regulatory detailed plan after being approved by the people's government at the corresponding level.

The special planning of motor vehicle parking facilities should determine the urban parking development strategy and sub-regional development strategy, rationally arrange parking facilities according to the differentiated optimal supply, parking demand regulation and intensive and compact development mode, and clearly define the control objectives and construction order. Article 9 The district urban management department shall, jointly with relevant departments, formulate the planning of motor vehicle parking facilities in this region according to the special planning of motor vehicle parking facilities in this Municipality, which shall be implemented after being approved by the people's government at the same level.

District motor vehicle parking facilities planning shall not arbitrarily increase the implementation difficulty, delay the implementation progress, and reduce the implementation efficiency of public parking projects determined by the special planning of urban motor vehicle parking facilities. Tenth city, city (county) natural resources planning department shall, in conjunction with the housing and urban construction, public security organs, urban management and other departments. , combined with urban traffic development and urban parking supply and demand situation, in accordance with the principle of moderate advance and differentiated setting, formulate building parking standards and report them to the people's government at the same level for approval before implementation. Building parking standards should be evaluated every three years according to the economic and social development of the city, and decide whether to adjust according to the evaluation. Article 11 The urban management department of the city, city (county) shall establish a basic database of urban parking facilities, organize a survey of urban parking facilities resources every three years, release the urban parking index, form an evaluation report of urban parking facilities, evaluate the supply capacity of urban parking facilities, evaluate the implementation effect of urban parking policies, and guide and optimize urban parking development strategies and policies. Article 12 The municipal housing and urban-rural construction department and the municipal (county) public parking lot construction department shall, according to the special planning of motor vehicle parking facilities and the parking demand provided by the urban management department, formulate an annual plan for the construction of public parking lots in conjunction with the urban management department and report it to the people's government at the same level for approval before implementation.

The District People's Government shall, according to the annual plan for the construction of municipal public parking lots, formulate the implementation plan of the annual plan for the construction of municipal public parking lots in combination with the actual situation, and implement it after being approved by the Municipal People's Government. Thirteenth new construction, renovation and expansion of all kinds of buildings, should be in accordance with the building parking standards with the construction of motor vehicle parking lots, and at the same time with the main project design, construction, acceptance and delivery. Fourteenth buildings change functions, and parking spaces are insufficient. Parking lots should be built and added according to the standards after functional changes.
