Why is Scientific Outlook on Development the guiding ideology that the Party must adhere to for a long time?

The Congress held that since the 16th National Congress, the CPC Central Committee has adhered to the guidance of Deng Xiaoping Theory and Theory of Three Represents, concentrated the wisdom of the whole party according to the new development requirements, and put forward a people-oriented, comprehensive, coordinated and sustainable development of Scientific Outlook on Development. Scientific Outlook on Development is the inheritance and development of the important thoughts of the party's three generations of central leading collective on development, the concentrated embodiment of Marxist world outlook and methodology on development, the scientific theory that keeps pace with the times in the same strain as Marxism–Leninism, Mao Zedong Thought, Deng Xiaoping Theory and Theory of Three Represents, the important guiding principle of China's economic and social development, and the important strategic thought that Socialism with Chinese characteristics must adhere to and implement. The General Assembly unanimously agreed to include Scientific Outlook on Development in party constitution. The congress called on all party member to fully grasp the scientific connotation and spiritual essence of Scientific Outlook on Development, enhance the consciousness and firmness of implementing Scientific Outlook on Development, focus on changing ideas that are not suitable for Scientific Outlook on Development, focus on solving outstanding problems that affect and restrict scientific development, guide the development enthusiasm of the whole society to scientific development, and implement Scientific Outlook on Development in all aspects of economic and social development.
