Before the goods are declared by the customs, you can consult the customs or social classification service agencies about the classification of goods. Consultation can be conducted through the following channels:
(1), online consultation: please visit www.shcus.gov.cn, the website of Shanghai Customs;
(2) Window consultation: Consultants can bring samples of goods or technical information to the door for consultation, specifically at Window 3 on the second floor of Shanghai Pudong Customs Building.
(3) Consult the Customs Examination Center or the local customs.
The consultation results have no legal effect and are for reference only. Generally, the customs will not confirm the classified tax number of specific commodities by telephone.
Each business place of the customs shall classify and examine the information such as the name, specification, model and commodity code of the goods declared by the consignor.
When the classification cannot be determined according to the above data, the owner may be required to provide detailed technical data or inspect the goods on the spot to determine the technical indicators or parameters such as the shape, nature, composition, processing degree, structural principle, function and use of the goods, and master all the evidence needed for correct classification.
For new goods that are difficult to determine the classification, difficult problems, goods that are inconsistent with the classification of the customs or customs areas, and goods that should be mainly classified issued by the General Administration or the customs directly under it, they can be reported to the Shanghai Classification Sub-center to determine the classification.
