The establishment, use and management of bid evaluation experts and expert roster of construction projects in this province shall abide by these measures.
The term "bid evaluation experts" as mentioned in these Measures refers to those who are engaged in the management of various construction projects, have high technical and economic theoretical level and rich practical experience, and meet the requirements of these Measures. The roster of bid evaluation experts refers to the roster composed of bid evaluation experts.
The roster of bid evaluation experts shall be established by the provincial construction administrative department in a unified way, and the construction administrative departments of cities (prefectures) shall establish the roster of bid evaluation experts according to their residences in the roster of bid evaluation experts. The bidding agency shall appoint bid evaluation experts from the provincial roster of bid evaluation experts and establish a bid evaluation expert database.
The provincial construction administrative department is responsible for the establishment, use and management of the roster of bid evaluation experts for construction projects in this province. Its main responsibilities are:
(a) according to the relevant laws, regulations and rules to develop the province's bid evaluation experts management measures and implementation details;

City (prefecture) construction administrative department is responsible for the establishment, use and management of local bid evaluation expert database, and its main responsibilities are:

(two) training, regular assessment and recommendation of local bid evaluation experts;
(three) dynamic management of local bid evaluation experts;
(four) to correct and investigate the illegal acts of bid evaluation experts according to law.
The roster of bid evaluation experts is divided into housing construction, municipal public works, mining engineering, smelting engineering, traffic engineering, railway engineering, chemical engineering, water conservancy engineering, power engineering, communication engineering, electromechanical installation, etc.
The bid evaluation experts shall meet the following conditions:
(a) engaged in related fields for eight years, with senior titles (or intermediate titles) for five years and obtained national qualifications (including supervision engineers, structural engineers, architects, cost engineers); Or have obtained intermediate technical titles for eight years;
(two) familiar with the relevant laws, regulations and rules of engineering construction and bidding, and familiar with the technical and economic standards and norms of related projects;
(three) abide by the discipline of bidding, consciously accept the supervision of the competent government departments and society, be honest and self-disciplined, have a decent style, adhere to principles, and act fairly;
(four) under the age of 65, healthy, competent for random selection, to participate in the bid evaluation work on time.
The procedure for establishing the roster of bid evaluation experts is:
(a) the provincial, city (prefecture) construction administrative departments and provincial professional engineering departments shall, according to the needs of project bidding and evaluation, release the information on the appointment of bid evaluation experts through information networks or social media or directly send invitations to the expert units to be invited;
(two) on the basis of personal recommendation or unit recommendation, fill in the "Shanxi Province construction project evaluation expert registration form" in duplicate, and attach the filing materials to the municipal (prefectural) construction administrative department or the provincial professional engineering department for preliminary examination or identification;
(three) the provincial construction administrative department shall organize the review and organize on-the-job training for the bid evaluation experts to be hired. Only after passing the training can they be recognized as bid evaluation experts;
(four) to determine the bid evaluation experts in accordance with the professional classification of the list of bid evaluation experts in the provincial construction project. Municipalities (prefectures) shall prepare a book of bid evaluation experts according to their residences.
The proposed bid evaluation experts shall provide the following filing materials:
(a) "Shanxi province construction project evaluation expert registration form";
(2) 1 Copy of professional title certificate, professional qualification certificate and ID card;
(3) 1 inch 2 color photos with red background.
The bid evaluation experts shall enjoy the following rights:
(a) according to the tender documents and the relevant provisions of the state and province, independently publish or retain their own evaluation opinions on the tender documents;
(2) Require bidders to clarify and explain the problems in the bidding documents;
(3) signing and recognizing the bid evaluation report and the bid-winning result formed according to the bid evaluation;
(four) to report and expose the illegal acts in the process of bid evaluation;
(five) to put forward opinions and suggestions on the management of the roster of bid evaluation experts.
