Guangzhou and Buddha have been in the same city for ten years. What are the shortcomings of the two places that need to be reviewed?
The first Guangfo City Forum was held in Fangcun District at the end of 2003. At that time, it was Lin Shusen, secretary of Guangzhou Municipal Committee, and Huang Longyun, secretary of Foshan Municipal Committee, who promoted the urbanization of Guangfo. Chen Jianhua, the propaganda minister of Guangzhou Municipal Committee, and Liu Hai, the propaganda minister of Foshan Municipal Committee. The working group is the Propaganda Department of the two cities and the Social Science Federation. Since only Guangzhou has the Academy of Social Sciences, the author who was then the director of scientific research was often responsible for drafting and sorting out the manuscripts of the forum. Moreover, this situation has lasted for many years, and the Guangfo City Forum has also been held for five times. Wang Yang, then secretary of the provincial party committee, said that the integration of Guangzhou and Buddhism was the breakthrough of the Pearl River Delta integration, and the integration of Guangzhou and Buddhism finally reached its climax, about after the promulgation of the Pearl River Delta Planning Outline in 2009. Subsequently, due to the assumption of three economic circles, such as Guangfo-Zhaozhou Economic Circle, the urbanization of Guangfo has not been so lively in recent years. Taking stock of the achievements and remaining problems of urbanization in Guangfo, I still feel a lot. First of all, due to the continuous expansion of cities in the two places, the geographical connection has almost been realized. If neither side has the words "Welcome to XX City", it is difficult for ordinary people to distinguish the boundaries between the two cities. Secondly, Guangzhou's "Western Union" and Foshan's "Dongcheng" urban planning have similar concepts. This is manifested in the earliest mutual recognition of annual car tickets in the Pearl River Delta, as well as mutual recognition of medical insurance and social security, bus docking, public security linkage, free transfer across cities, and long-distance roaming of telecommunications to reduce tariffs. And cooperation in environmental governance, and even crossed the Pearl River together in recent years; Thirdly, the opening of Guangfo subway is the first intercity subway in China and the first subway in prefecture-level cities, which has really narrowed the distance between the two places. The author has also participated in many activities related to Guangfo subway and personally felt the "sense of the same city" brought by the subway. In addition, the interaction between Guangzhou and Foshan media is also closer. The mutual presence of media in the two places and the mutual status of cable TV channels make the information exchange between the two places more frequent. Moreover, there are also some misplaced development tracks in the industry. For example, Guangzhou almost no longer focuses on household appliances, clothing and other projects, and puts more resources on modern service industries. Of course, the "urbanization" often mentioned by the author only shows that the two places are not a city. Therefore, there are still some problems and even obstacles in the development. First of all, in terms of infrastructure, for example, Guangzhou Ring Expressway and Foshan First Ring Expressway are several kilometers apart, but there is no direct connection, which is obviously inconvenient for travel between the two places, which is an unspeakable pain for car owners. But what is the government's reason? Another example is Jinshazhou, which is the touchstone of the urbanization of Guangzhou and Buddhism. However, since two-thirds of the land belongs to the South China Sea and most of the owners are from Guangzhou, this means that the family may live on the border of Foshan, but they are heading for Guangzhou. This has led to the imperfect construction of many supporting facilities in Jinshazhou, including roads, schools, hospitals, public transportation, cultural places and so on. After all, Foshan accounts for a large part of real estate-related income, but it is obviously not smooth for Guangzhou to support it; Secondly, Volkswagen originally wanted to import from Guangzhou, which can change the pattern that Guangzhou automobile industry relies too much on Japanese cars. But in the end, the manufacturer fell to Foshan, so how should the layout of Guangdong's automobile industry be considered? How does Guangfo automobile industry cooperate deeply in vehicle, brand, car system, spare parts and technology development? There is another difference between Guangzhou and Foshan, that is, the supporting policy of Guangzhou automobile license plate restriction. This is the first non-municipality and provincial capital city in China to restrict licensing. For Foshan, the restriction of cards is obviously not conducive to the same city; For Guangzhou, it is difficult to control traffic congestion immediately without any license. In practical work, it is clear that Guangzhou solicited the opinions of various prefecture-level cities including Foshan, but when the hearing was held, Foshan expressed fierce opposition outside the venue. Obviously, there are still some shortcomings in the cooperation mechanism between the two places in the same city, which also shows that there are still some unequal interests between the two places that need to be coordinated. To put it simply, in the past ten years, the urbanization of Guangzhou-Buddha was dominated by public opinion, propaganda and discussion in the first five years, and marked by the Guangzhou-Buddha subway and Guangzhou-Buddha city framework agreement in the last five years, with vigorous promotion and all-round cooperation. In recent years, it is more of a game of interests, forming a bargaining pattern. To some extent, this is a mature and rational performance. After all, long-term urbanization cannot rely on feelings and propaganda, but must be based on win-win interests. It is necessary for the governments of the two places to put aside the constraints of political achievements and term of office, carry out fruitful cooperation and coordination, and have a good operating mechanism, especially the non-governmental cooperation mechanism. After the licensing storm, the two places should take the opportunity of commemorating the tenth anniversary of urbanization to review relevant work and promote the urbanization of Guangzhou and Buddhism.
