The "four sticking points" of e-government make people fully realize that e-government is not a technical project, but a profound change in production and lifestyle, which will greatly promote economic and social development. While improving administrative management and service, e-government application system must redesign the business process of administrative subjects, reorganize the structure of administrative institutions, simplify administrative processes by electronic means, and reduce rather than increase business operating costs.
E-government needs not only the traditional hardware and software, but also the integration of hardware, software and requirements, which embodies the "core" of the concept of "sustainable development", that is, the overall solution! In view of the "four sticking points" of e-government, we are faced with many topics of "government chain" management theory. One is about the needs of e-government actors; The second is about the reorganization of the operational process of administrative institutions; Third, the innovation of e-government management system; The fourth is to learn from the experience of e-government around the world; The fifth is about the technology of tracking the development of e-government and the combination of technological innovation and application innovation.
The existing organizational form of administrative institutions is the product of industrial revolution, which has existed for more than 200 years in response to the needs of industrial administration and technical and economic environment. The management requirement of the information age is to move from the traditional pyramid model to the network model. The organizational form of administrative agencies should also be transformed from a pyramid-like vertical structure into a complicated horizontal network of horizontal organizations. To this end, the development of e-government should take the business process of administrative organs as the main line and take the following development strategies in combination with the transformation of functions.
First of all, we should pay attention to the soft environment construction of e-government. Establish and implement e-government standards, standardize the enjoyment and confidentiality of information, and do a good job in legislation and regulations. "Fiona Fang cannot live without rules". Because the existing management mechanism can not meet the objective needs of the information society, we must start with the basic work in order to fundamentally eliminate the obstacles from the concept and traditional administrative system.

Third, we should strengthen the implementation of e-government applications. What level of application, there is what level of development. This has been constantly verified in the construction of "digital" cities.
Fourth, we should attach importance to training from a strategic perspective. Training is the foundation of application and an important link to promote the development of e-government.
Fifth, implement a "just right" security strategy. Safety measures must be based on the practical application of the system, and the weights of safety, cost and efficiency should be considered comprehensively to achieve a moderate balance.
Sixth, we should use information and communication technology to break the organizational boundaries and structure of administrative organs.
Build an electronic virtual organ. The most valuable property in the system is the valuable information stored, and e-government is to change the traditional management mode into the information management mode.
Finally, we should attach great importance to the research of "government chain" management theory and use it to guide the practice of e-government. At the same time, the practice of e-government enriches and develops the management theory of "government chain".

As the core of "Digital Fujian", e-government is constantly improving around the construction of three strategic channels with the development of the needs of administrative organs at all levels, such as the provincial party committee, the provincial government, the provincial people's congress and the provincial CPPCC. The "536" work plan in 2003 (namely, five major e-government application projects: electronic document exchange system, expansion of government video application system, horizontal access network of government network cities and counties, provincial government data center, and integration of government information resources; Three enterprise informatization projects: enterprise credit system, identity authentication center (CA center) and enterprise informatization application project; Six social informatization projects, such as Fujian medical insurance system networking, Fujian telemedicine phase II project, Fujian cultural information phase II project, Fujian agricultural pest control system, Fujian entry-exit public service management system and graduate employment information service network, are concrete manifestations of the in-depth development of e-government in Fujian.
At present, the construction and application of e-government in various units in Fujian Province are extremely unbalanced, especially the application of core business in some core departments is lagging behind, which has become a bottleneck restricting the development of e-government in Fujian.
Therefore, the current development strategy of e-government in Fujian should include: First, we should grasp the development direction of e-government from the political level. Without strong political leadership, economic and technical factors will be weak; Second, the promotion strategy of promoting development through application will get twice the result with half the effort; Third, starting from the core application of the core departments, the e-government application expansion effect of "one outline" and "four or two" is formed; Fourth, attach importance to the cultivation and use of high-tech talents, and form an ecological environment for the sustainable development of e-government. After the policies and strategies are determined, cadres are the decisive factor, and the development of e-government is no exception. All thoughts and behaviors that ignore advanced productive forces and treat high-tech talents like dirt must be resolutely eradicated.
