The appendices of this standard are recommended, and the rest are mandatory.
This standard replaces GB7258-1997 Technical Conditions for Motor Vehicle Operation Safety.
Compared with GB7258-1997, this standard is mainly modified as follows:
1, adding "three terms and definitions" and clarifying the concepts of axle trailer, bus train and electric vehicle; Rename "three-wheeled agricultural transport vehicle" to "three-wheeled vehicle" and "four-wheeled agricultural transport vehicle" to "low-speed truck", and make it clear that "agricultural transport vehicle" is essentially a kind of automobile; Changing the name of "transport tractor" to "tractor transport unit" makes it clear that tractors can only engage in road transport operations when towing trailers.
2. In "4. 1 vehicle logo", the requirement that "a logo that can identify the vehicle type should be installed on the visible part of the external surface of the vehicle" in Article 3 of GB7258-1997 was deleted; (2) Refined the items that should be marked on the product marks of all kinds of motor vehicles, made it clear that the project names should be in Chinese, and allowed to use flexible marks that meet the requirements (4.1.2); (3) Make it clear that cars, motorcycles, mopeds and semi-trailers must have vehicle identification codes, and stipulate that once the vehicle identification codes are engraved, they shall not be altered or changed (4.1.3); (4) Cancel the requirement of article 3. 1.3 of GB7258- 1997 that the engine model and factory number should be easy to print; 5] The requirements for vehicle signs in road dangerous goods transportation have been increased (4. 1.5).
3. In "4.4 Axle Weight and Quality Parameters", the requirements for the axle weight and quality parameters of automobiles, automobile trains and trailers are added.
4. In the "4.5 nuclear load", the requirements for the verification of the number of motor vehicles (or passengers) have been adjusted and refined.
5. In "4.8 Graphic Signs", the requirement that "motor vehicle warning words should be marked in Chinese" has been added.
6. In "7.2 Service Braking", the requirement that some heavy vehicles and trailers should be equipped with anti-lock braking devices was added, and in "7. 12". Brake alarm device ",which stipulates that vehicles with hydraulic braking should be equipped with hydraulic transmission fault alarm device, and vehicles equipped with anti-lock braking device should have anti-lock braking device fault alarm function.
7. In the "7. 13 Road Test of Braking Performance", the provision of testing the braking performance of three-wheeled vehicles and low-speed trucks with full average deceleration MFDD was added; In the "7. 14 Test Braking Performance Test", the requirements for the braking force of the rear axle of passenger cars and freight cars with a total mass of not more than 3500kg and the braking force of three-wheeled vehicles are added, and special requirements are put forward for testing the service braking of passenger cars with a flat test bench.
8. In the "8.4.6 High beam luminous intensity", the requirements for high beam luminous intensity of some motor vehicles are appropriately improved; In "8.4.7 Requirements of beam irradiation position", the requirements of high irradiation position and horizontal irradiation position of headlamp low beam and high beam are adjusted.
9. In "8.5 Other Electrical Equipment and Instruments", the requirement that some cars should be equipped with driving recording devices was added.
10. In the "9-running train", the requirements for tire tread wear marks of passenger cars (9. 1.8), wheel dynamic balance requirements of some motor vehicles (9.4) and suspension characteristics requirements (9.8) were added, and the specifications of spare tires of passenger cars were allowed to be different from other tires (9. 1.8).

Transitional requirements for implementing this standard:
1, 4.8.3 The warning words of motor vehicles shall be marked in Chinese. For imported motor vehicles; 7.2. 1 1 It is required that some motor vehicles should be equipped with anti-lock braking devices; 7. 12.2 Vehicles requiring hydraulic braking shall be equipped with hydraulic energy transmission device fault alarm device; 8.2.5 Trailers and motor vehicles with a vehicle length of more than 6 m shall be equipped with side reflectors and side marker lights. For single-axle trailers and motor vehicles whose vehicle length exceeds 6m and does not exceed 10m, which constitute the transport unit of tractor; 8.2.7 Some motor vehicles shall meet the requirements of reflective body identification; The requirements of 8.5.5 are for long-distance buses and tourist buses with a length greater than 9m; 9. 1.8 Passenger car tires shall meet the requirements of tire wear marks; 10.5 Special requirements for speed limit vehicles; 1 1.2 It is required that the reversible cab should be provided with prompt text at the easily visible part near the overturning control mechanism; 12. 12 cars (except three-wheeled cars) should be equipped with triangle warning signs; Seven months from the date of promulgation of this standard, newly registered vehicles shall implement the above requirements. 2.7. 12.4 alarm requirements when the anti-lock braking device fails; 12. 1. 1 All seats of passenger cars (except the folding seats in the third row and above) shall be equipped with car seat belts. For passenger cars with no more than 5 seats; 12. 1. 1 When the seat spacing between the same or opposite seats of coach and tourist bus is greater than a certain limit, and there is no protective object in front of the seats, seat belts should be installed. From the date of publication of this standard1March, the above requirements shall be implemented for newly produced vehicles. 3.4. 1.2 All project names marked on the product label should have Chinese names. For imported motor vehicles, newly imported vehicles will be implemented from the date of promulgation of this standard1September. 4. 12. 1. 1 All seats of passenger cars (except the folding seats in the third row and above) shall meet the requirements of car seat belts. For passenger cars with more than 5 seats, new production vehicles will be implemented from the date of promulgation of this standard1September. 5.7. 1.2 The automobile shall have the requirement of emergency braking function. For low-speed trucks, the newly produced vehicles will be implemented in the 25th month from the date of promulgation of this standard. 6.4. 1.2 and 4. 1.3 The requirements that vehicles should be marked (engraved) with vehicle identification codes are stipulated for three-wheeled vehicles and low-speed trucks respectively. Before the implementation date, the factory number (4. 1.2) and the vehicle model and factory number (4. 1.3) shall be marked. Requirements of 7.8.5.5 For other vehicles that should be equipped with driving recorders, the specific implementation date shall be implemented in accordance with the provisions of relevant laws and regulations.
