Main features: The minimum living security is a traditional practice in China, but its significance in the past is very different from today. In the past, relief objects were divided into different types and treated differently. Since 1980s, many places have been exploring the reform of relief methods. 1993 Shanghai took the lead in establishing the minimum living security system in China, and 1996 was rolled out nationwide. 1September, 1999, the Regulations on Minimum Living Security for Urban Residents was approved by the State Council and implemented nationwide in the same year, which means that the minimum living security system for urban residents is fully implemented nationwide and is also an important symbol of the development of social assistance in China.
Applicant: a resident who has no source of income, no ability to work, and can't decide his or her dependents; Residents who have not been re-employed during the period of receiving unemployment benefits or after the expiration of unemployment benefits, and their per capita household income is lower than the minimum living standard; Residents whose per capita income is still lower than the minimum living standard after receiving wages or minimum wages, basic living expenses and pensions for retirees.
