Internal organization setup of Yangzhou Urban and Rural Construction Bureau

According to the above responsibilities, the Municipal Urban and Rural Construction Bureau has 12 functional offices, all of which are section-level.

(1) office

(5) Building Energy Conservation and Scientific Research and Design Department

Formulate building energy-saving policies and development plans and supervise their implementation; Guiding building energy conservation and building wall material innovation; Organize the implementation of major building energy-saving projects; Organizing the formulation of scientific and technological development plans and policies for urban and rural construction; Organize the demonstration of scientific research projects, technology development projects and imported projects; Responsible for the identification and submission of construction scientific and technological achievements, and guide the transformation and popularization of scientific and technological achievements; To organize the formulation of development plans, technical policies, rules and regulations of engineering survey and design consulting industry and supervise their implementation; Supervise and manage the construction drawing design review and seismic fortification review of construction projects; Responsible for filing management of foreign design units.

(six) the construction industry management office (hanging "building materials management office" brand)

To formulate development plans, policies and measures and industry reform plans for the construction industry and building materials industry in the whole city; Organize and coordinate construction enterprises to explore foreign markets and guide foreign project contracting and labor cooperation; To undertake construction industry statistics and annual development reports; Responsible for drafting comprehensive manuscripts of the construction industry; Guide and standardize the building materials market, organize the promotion of bulk cement and new building materials products, and guide the development and utilization of fly ash.

(seven) the construction market supervision department (hanging "foreign construction project review office" brand)

To formulate measures and policies for capital construction management in the whole city; Participate in the formulation of the city's long-term fixed assets planning and annual construction plan, and participate in the coordination and management of key construction projects in the city; To formulate rules and regulations to regulate the behavior of construction units, construction enterprises and engineering supervision enterprises and supervise their implementation; Responsible for the construction permit and project completion acceptance for the record; Responsible for the comprehensive management of the city's construction project bidding, trading market and project cost; Responsible for the record management of urban construction and intermediary service contracts; Responsible for the construction of credit system in the construction market; Responsible for the management of construction enterprises in and out of this city, and handle the corresponding registration procedures; Responsible for the industry management of intermediary service institutions such as engineering construction supervision, cost consultation and bidding agency and the filing management of foreign companies; To undertake the examination of foreign-related construction projects.

(eight) engineering quality and safety supervision department

To formulate policies and measures for the protection of ancient cities and historical and cultural cities and supervise their implementation; Participate in the preparation of historical and cultural city protection planning, and organize the preparation of historical block protection planning; Work out the annual project implementation plan and fund use plan for ancient city protection in conjunction with relevant offices; Responsible for the construction, utilization and operation management of ancient city protection projects; Responsible for the daily work of the joint meeting of the ancient city protection; Participate in the identification of cultural relics protection units and historical buildings in the old city; Participate in the review of the transfer of houses and the change of the nature of the use of houses in historical blocks; Responsible for the renovation and repair management of traditional houses and other traditional buildings in the old city; Responsible for the construction and management of the ancient city protection expert database; Supervise the administrative law enforcement work of ancient city protection; Responsible for the publicity, training, academic research and exchange of ancient city protection; Organize the investigation, collation, data collection and archiving of historical and cultural relics in the old city; Responsible for the interpretation of famous historical and cultural cities; To guide the study of famous historical and cultural cities; Participate in the protection of famous historical and cultural towns and villages.

(10) Village and Town Construction Department

To formulate development plans, technical standards and management measures for the construction of villages and towns in the city; Participate in guiding the preparation and implementation of town, township and village planning in the city; To guide rural housing construction, rural housing safety and reconstruction of dangerous houses; Guide the construction and management of villages and towns and improve the ecological environment of human settlements; To organize the research and popularization of applicable technologies for village and town architectural design and village and town construction; Organize the pilot construction of villages and towns and guide the construction of key central towns; Take the lead in protecting historical and cultural towns and villages.

(1 1) Administrative Service Office

Responsible for the administrative examination and approval projects directly implemented by the bureau, and take the lead in reviewing and reporting the enterprise qualification administrative licensing projects submitted to the Provincial Department of Housing and Urban-Rural Development.

(12) Organizing the Propaganda Department
