Where is the offshore wind power in China?

China's eastern coastal areas have superior congenital conditions, developed economy, lack of conventional energy, high requirements for environmental protection, abundant offshore wind energy resources, good construction conditions and strong industrial base, which have good conditions for the development and construction of offshore wind power. With the attention of the country and the gradual maturity of the industry itself, China's offshore wind power will develop healthily and on a large scale, and gradually show a good development momentum.

On February 2nd, Director Xie of 65438 China-Europe Offshore Wind Power Engineering and Equipment Manufacturing Technology Forum introduced the progress of China's offshore wind power development planning and the challenges it faces. Development status of offshore wind power generation

1. The reserves and distribution of wind energy resources are basically clear. The eastern coastal areas of China are affected by the cold air in the north in winter and spring, and by tropical cyclones in summer and autumn, and there are abundant offshore wind energy resources. The development potential of offshore wind power with a water depth of 5-25m and a height of 50m is about 200 million kilowatts. The development potential of offshore wind power with water depth of 5-50 meters and height of 70 meters is about 500 million kilowatts; In addition, there are some tidal flat resources in intertidal zone and subtidal zone, and deep-sea wind energy resources are also rich.

2. Offshore wind power construction has started. Since CNOOC Bohai Drilling Platform 1.5mw test unit was launched in 2007, China offshore wind farm has been put into operation about 389,000 kilowatts, ranking fifth in the world after Britain, Denmark, Belgium and Germany. It mainly includes Shanghai Donghai Bridge offshore wind power demonstration project 102mw, Jiangsu Rudong 32.5mw intertidal test wind farm and Jiangsu Rudong 200mw intertidal demonstration wind farm.

3. The R&D capability of offshore wind turbines has been significantly enhanced. At present, large-capacity wind turbines such as 5mw and 6mw can be manufactured in China, and enterprises such as Goldwind, Yangming, Huarui, Shanghai Electric, Marine Installation, Sany Electric, United Power, Xiangdian and Yuan Jing Energy have made achievements in offshore wind power installation.

4. Professional teams are gradually formed. In terms of construction, CCCC Third Navigation Bureau, Nantong Ocean Water Construction, Long Yuan and Zhenhua Port Machinery jointly undertake offshore wind power construction; China Communications No.1 Aviation No.2 Aviation No.4 Bureau has the experience of major equipment participating in offshore wind power construction; CNOOC, Jiangsu Power Construction, Tianjin Port and Shipping, Shanghai Power Construction, Shanghai Port, No.8 Hydropower Bureau, China Railway Bridge, Sany, Gezhouba, Daoda Heavy Industry and other units have made a lot of technical accumulation in offshore construction, development of large-scale offshore construction equipment and research on offshore construction technology.

In terms of survey and design, East China Institute, Central South Institute, Northwest Institute, Shanghai Institute and Guangdong Institute are all equipped with professional teams from planning to early stage and construction, which have strengthened scientific and technological investment research, participated in the formulation of standard technology, and have professional survey and design capabilities for offshore wind power.

In terms of development and construction, five major power companies and energy investment enterprises, such as China Guangdong Nuclear Power Corporation, Guohua, Three Gorges, Hebei Construction, Luneng and Yuedian, have developed or are developing some offshore wind power projects in China, and actively promoted the pre-feasibility study and preliminary work in the feasibility study stage of a number of large-scale offshore wind power projects.

5. Preliminary establishment of offshore wind power standard system.

The National Energy Administration issued the Interim Measures for the Management of Offshore Wind Power Development and Construction and the Implementation Rules for the Management of Offshore Wind Power Development and Construction. There are also 13 technical standards for offshore wind power, covering offshore wind power planning, pre-feasibility study, feasibility study, wind energy resource measurement and marine hydrological observation, geological survey, construction organization design, steel structure corrosion protection, budget estimate quota, budget estimate preparation regulations, converters, etc.

6. Release the temporary electricity price of offshore wind power.

In June this year, the National Development and Reform Commission issued the Notice on On-grid Electricity Price Policy of Offshore Wind Power, which clarified the temporary electricity price of offshore wind power, which is beneficial for investors to evaluate project risks and substantially promote the development and construction of offshore wind power.

Two. Progress of planning work

On June 5438+ 10, 2009, the offshore wind power planning was launched. Offshore wind power planning in Shanghai, Jiangsu, Shandong, Hebei, Guangdong and Liaoning (Dalian) has been approved by the state; Hainan offshore wind power planning is in the approval stage; Fujian and Zhejiang offshore wind power generation plans have been reviewed and are being improved; Guangxi planning is under preparation.

By the end of 20 13, there were 17 projects approved by the national or provincial energy authorities to promote the preliminary work, mainly distributed in Jiangsu, Hebei, Fujian, Guangdong, Hainan, Shanghai, Zhejiang and other regions, with a total installed capacity of 465,438+10,000 kilowatts. In addition, China's offshore wind power projects are about 1 1 10,000 kilowatts, and the preliminary work of the feasibility study stage is being carried out, among which the pre-feasibility study report of offshore wind power projects has been completed for more than 7 million kilowatts. The key layout areas in the planning are Nantong, Jiangsu, North and South Yancheng and Lianyungang. Shandong Laizhou Bay, Bozhong, Long Island, North Sea of Peninsula, South Sea of Peninsula; Guangdong eastern Guangdong, western Guangdong and Pearl River Delta; Shanghai Donghai Bridge, Nanhui and Fengxian; Tangshan and Cangzhou, Hebei; Hangzhou Bay in Zhejiang, East Zhoushan, Xiangshan, Taizhou and Wenzhou; Liaoning Wafangdian, Huayuankou, Zhuanghe and other sea areas.
