Citizens, legal persons and other organizations apply to this organ for information belonging to this catalogue, and this organ shall provide it except in special circumstances. Citizens, legal persons and other organizations apply to this organ for information outside this catalogue, and this organ will handle it according to law. In addition, citizens, legal persons or other organizations can also complain and report to any one or more departments of higher administrative organs, supervisory organs or government information disclosure departments or solve them through legal channels.
