Innovation and entrepreneurship education should be oriented to all students and integrated into the whole process of talent training. " The Opinions clarify that innovation and entrepreneurship education is the need to adapt to the economic, social and national development strategies, and also provides a powerful starting point for the scientific development of higher education and deepening the reform of education and teaching. Innovation and entrepreneurship education should face all students and be integrated into the whole process of talent training, that is, from students' enrollment to graduation, from professional education to quality education, from theoretical study to practical training, from the first classroom to the second classroom, and be integrated into the concept of innovation and entrepreneurship education in an all-round and three-dimensional way. According to the characteristics of China's current higher education, we should first explore the internal elements of innovation and entrepreneurship education in professional education and deepen the teaching reform of professional education; Secondly, develop a special curriculum system for innovation and entrepreneurship; Third, extensively carry out innovative and entrepreneurial practice activities, and incorporate the second classroom into the credit evaluation system.

At present, the general courses and representative courses of general innovation and entrepreneurship theory offered in China universities include: entrepreneurship foundation, entrepreneurship management, strategic management of new ventures, creativity, KAB entrepreneurship foundation, SYB entrepreneurship training, enterprise management, human resources, marketing, financial management and so on.
