Vehicle transfer process:
1. Go to the vehicle management office where the vehicle is registered and queue up at the transfer window.
2. Fill in the transfer application form.
3. Submit the application form and relevant materials to the staff for review.
4. Change the name of the motor vehicle registered in the vehicle management office after verification.
5. Pay the transaction tax on used cars.
6. Drive the car to the vehicle inspection office, inspect the motor vehicle, check the rubbing film of the vehicle identification code, review the submitted documents and vouchers, and recover the license plate and driving license. (Generally, vehicle inspection is not required for local transfer, and vehicle inspection is required for transfer in different places. )
7. Determine the new motor vehicle license plate number, endorse the transfer matters on the motor vehicle registration certificate, and renew the license plate, driving license and inspection mark.

Legal basis:
Article 18 of the Regulations on Motor Vehicle Registration, if the domicile of the motor vehicle owner moves out of the jurisdiction of the motor vehicle management office, the motor vehicle management office in the transfer place shall inspect the motor vehicle within three days from the date of acceptance, endorse the change on the motor vehicle registration certificate, and make and upload the electronic file of the motor vehicle. The owner of a motor vehicle shall apply to the vehicle management office for vehicle transfer within 30 days. If the owner's residence of a minibus or motorcycle moves out of the jurisdiction of the vehicle management office, it shall apply to the vehicle management office for registration of change.
