Qionghai city Municipal People's Government

The People's Government of qionghai city is the executive organ of the People's Congress of qionghai city and the state administrative organ of qionghai city. Qionghai city Municipal People's Government is responsible and reports its work to qionghai city Municipal People's Congress and Hainan Provincial People's Government. When the qionghai city Municipal People's Congress is not in session, the qionghai city Municipal People's Government is responsible to the Standing Committee of the qionghai city Municipal People's Congress and reports on its work.

The main responsibilities of the qionghai city Municipal People's Government are:

(1) Implement the principles, policies, laws, regulations, rules and development strategies of the CPC Central Committee and the state, the provincial party committee and the provincial government, implement the decision-making arrangements of the municipal party committee and the municipal government, and implement the policies and measures of Hainan Pilot Free Trade Zone and Qionghai (the central city in the eastern region).

(two) responsible for the preparations for the meeting of the municipal government, and assisting the leading comrades of the municipal government to organize and implement the matters decided by the meeting.

(three) to assist the leaders of the municipal government to draft or review the official documents issued in the name of the municipal government and the municipal government office.

(four) to study the matters of the township people's government and the municipal government departments to consult the municipal government, put forward the audit opinions, and report to the leading comrades of the municipal government for examination and approval.

(five) to promote the implementation of the important decision-making arrangements and key tasks of the provincial government; Supervise and inspect the township people's governments and municipal government departments' implementation of the decisions of the municipal government, the instructions of the leading comrades of the municipal government, the policies of Hainan Pilot Free Trade Zone and Qionghai (the central city in the eastern region), and report to the leading comrades of the municipal government in a timely manner; Put forward accountability or incentive suggestions according to the inspection results.

(VI) Responsible for the duty work of the municipal government, timely report important information, convey and supervise the implementation of the instructions of the leaders of the municipal government, and assist in handling important issues reflected by the people's governments of towns and municipal government departments to the municipal government.

(seven) responsible for the handling of the relevant proposals and suggestions put forward by the provincial people's congress, the provincial CPPCC and the municipal people's congress and CPPCC to the municipal government.

(eight) responsible for the compilation, analysis and reporting of government information in the city.

(nine) responsible for the supervision and guidance of the city's organs, organizations, enterprises and institutions and other organizations of the archives work, investigate and deal with illegal cases of archives according to law.

(ten) responsible for the petition work, handle the relevant petitions assigned by the municipal leaders.

(eleven) responsible for the unified allocation of office space, unified ownership registration and office space construction, maintenance project approval and other management work of the party and government organs at the same level.

(twelve) responsible for the preparation, purchase and disposal of official vehicles of the party and government organs and municipal budget management institutions, and guide and supervise the management of official vehicles in the city.

(thirteen) responsible for promoting, guiding, coordinating and supervising the energy-saving work of public institutions in the city and the energy-saving management of municipal public institutions.

(fourteen) to undertake other tasks assigned by the municipal party committee, municipal government and higher authorities.
