How to add the effect of dots around eyes in PS?

Open photoshop and select a brush, then right-click (in the window) the small triangle behind the brush dialog box, and then find the mixed brush to load or add in the brush. Looking at the face of the brush, there will be a cross-shaped brush selection, then define the color of the brush, adjust the hardness of the brush, and click around the eyes.
