Chapter I General Provisions Article 1 In order to strengthen the management of government information resources in this Municipality, promote the development, enjoyment and utilization of government information resources, realize the scientific and standardized management of government information resources and improve administrative efficiency, these Measures are formulated according to the actual situation of this Municipality. Article 2 These Measures shall apply to the management activities of non-classified government information resources of administrative organs of this Municipality and organizations authorized by laws and regulations to manage public affairs (hereinafter referred to as administrative organs). Article 3 Government information resources include information systems and government information.

The term "information system" as mentioned in these Measures refers to an operating system consisting of computers, information networks and their supporting facilities, which stores, transmits and processes information according to certain purposes and rules, including various databases and application systems.

The term "government information" as mentioned in these Measures refers to the information related to economic and social management and public services produced or obtained by administrative organs in the course of performing their duties, and recorded and preserved in the form of electronic documents. Article 4 The municipal information management institution is the overall coordination institution of information construction in this Municipality, and its main responsibilities are:

(a) overall planning, coordination and guidance of the municipal government information resources management;

(three) regularly organize the city's government information resources survey, and put forward suggestions to promote the sharing of government information resources;

(four) to guide the administrative organs to formulate the management system of government information resources and compile the catalogue of departmental information resources. Article 5 Administrative organs shall designate specialized agencies and personnel to be responsible for the management of government information resources.

The administrative organ shall regularly check and register the government information resources and report the inspection records to the municipal information management institution for the record. The platform database is used to store government information such as human resources, cultural resources, social credit, urban management, documents and archives closely related to social and economic development and urban management.

The professional database is used to store the business information of administrative organs closely related to the information system of administrative organs.
