In accordance with the urban development plan of "one central area, two new towns and two groups", we will accelerate the construction of residential areas in Huaming, Junliangcheng New Town and Xinli and Admiralty streets. Improve the management and service level of residential areas in built-up areas, and explore new methods and new ways of rapid urbanization. The main construction contents are:
1. Huaming Street Demonstration Small Town Construction Project. It covers an area of 5.6 18 square kilometers and has a planned population of 80,000. In 2007, the construction of houses, administrative service centers, museums, kindergartens and other related supporting facilities and the construction of infrastructure such as community roads and greening were basically completed, the villages in Huaming Street were relocated, and community services and property management began to operate. In 2008, the infrastructure construction in the Eastern District was completed, reaching the handover standard. Li Bin Company is responsible for this project, with the cooperation of Construction Committee, Planning Bureau and huaming town.
2. Military Grain City demonstration small town construction project. Planned area 19 km2, and planned population of 200,000. In 2007-2008, do a good job in the overall urban planning, including housing, public construction, infrastructure and its supporting facilities, and start the construction of the starting area. Complete the housing construction of 3 million square meters before 20 10, and start the construction of the second and third phases and the relocation of some pilot villages. By 20 12, the construction of the relocation area will be basically completed, and the villages planned to move in will gradually move back. The basic goal is: strive to build Junliangcheng New Town into a new urban functional area with commercial, service and residential functions between the central city and Binhai New Area in 5- 10 years. Li Bin Company is in charge of this project, and has received assistance from the Construction Committee, Planning Bureau and Liang Jun Town.
3. Xinli Street Residential Area Construction Project. In 2007, the regulatory detailed planning was implemented, the land listing and transfer of Minhe Lane reconstruction and Fengnian Village reconstruction projects were completed, and the land acquisition and demolition work was started. In 2008, the land acquisition, demolition and land integration of Xinli New Town Project started. In 2009, the land acquisition, demolition and land integration of Xinli New Town Project started. By 20 12, we will strive to build Xinli residential area into a multi-functional modern residential area that takes into account work, life, leisure and tourism.
The project is under the responsibility of Xinli Street and Construction Committee, assisted by Planning Bureau and Fengnian Village Street.
4. Admiralty Street Residential Area Construction Project. In 2007, detailed planning and planning approval of residential areas were implemented, and land acquisition, demolition and infrastructure construction within the planning scope were started. On 20/2008-20 10/0, the first phase of housing construction was completed, and the second phase of housing construction started. By 20 12, Dabizhuang will be built into a modern residential area supported by commercial logistics, integrating residence, processing and manufacturing, and commercial services. Admiralty Street is responsible for this project with the assistance of the Construction Committee and the Planning Bureau.
5. Zhang Gui Zhuang New Town Construction Project. In 2007, the compensation for land expropriation of villagers in Zhang Gui Zhuang was completed, and the construction of residents' relocated residential areas was started. In 2008-2009, residential construction will be completed, relocation will be carried out, land consolidation and handover within the planning scope of the new town will be completed, and infrastructure construction will be implemented. From 20 10 to 20 12, the project construction within the planned scope was fully implemented and all the projects were completed. Xinli Street is responsible for this project, with the assistance of the Construction Committee, Planning Bureau and Urban Reform Office.
6. Construction of supporting facilities in new towns. The district finance will invest 500 million yuan and strive for 200 million yuan of municipal government bonds. In Huaming Jiayuan, Junliangcheng, Admiralty Street, Xinli Street and Zhang Gui Zhuang, we will implement the construction of road networks, municipal pipe networks, sewage treatment plants, garbage treatment plants, water plants, green belts, public toilets, lighting, squares and other projects to optimize the livable environment of communities.
The project is led by the District Development and Reform Commission and the Construction Committee, and the construction period is 2006-20 1 1 year.
