The construction departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government may, according to local actual conditions, formulate local building energy-saving standards that are stricter than national standards or industry standards, and report them to the standardization departments in the State Council and the construction departments in the State Council for the record.
The state implements an energy-saving evaluation and review system for fixed assets investment projects.
