What does the state-owned sole proprietorship mean?

A wholly state-owned enterprise whose capital is owned by the state (managed by SASAC).

Wholly state-owned enterprises are relative to state-owned holding enterprises.

Some joint-stock companies, where the state holds more than 50% of the shares, are also privately held or individually held, can also become state-owned enterprises, but they are not wholly owned, but holding shares.

If the company's state-owned shares are less than 50%, it is not called a state-owned enterprise, but only a state-owned enterprise.

Have these characteristics:

(1) All the capital is invested by the state. The company's property right comes from the state's ownership of the investment property model brothers. A wholly state-owned company is a state-owned enterprise.

(2) There is only one shareholder. A wholly state-owned company is a company solely funded by the state, and SASAC or other departments perform the responsibilities of investors. Its wholly-owned subsidiary is not funded by SASAC, but is wholly owned by a legal person with independent legal personality. Its property is independent of state property, so it is not a wholly state-owned company and cannot be expanded layer by layer.

It is different from a company composed of two or more state-owned enterprises or other state-owned units with the same investment. Although the ownership of the investment of the latter parties still belongs to the state, and the ownership nature of the company's capital has not changed, there are many investors and shareholders and many stakeholders in the company.

(3) Legal person investors bear limited liability. Although the investor of a wholly state-owned enterprise is the state, the state is only responsible for the company's debts to the extent of the specific amount of its property invested in the company, and does not assume unlimited liability. This is different from sole proprietorship and unlimited liability. This is different from sole proprietorship.
