All departments of the company actively participate in safety management and safety publicity activities, educate their subordinate personnel to take the lead in observing traffic safety laws, regulations and these Measures, and assist the safety management section to perform safety management duties.
Article 2 Safety education
First, the driver must attend a safety study once a month, and register for the exam with the Safety Learning Record card when studying. Those who have not participated in the study for 3 times throughout the year will not go through the annual examination procedures and be sent to the relevant departments for handling.
Second, the driver can't attend the study on time because of something, and he will automatically make up lessons in the safety management department within one week afterwards. If he doesn't attend the safety study without reason, he will be fined 30 yuan every time.
Three, all illegal drivers, should be organized by the safety management department to study and educate or report to the public security traffic management department to participate in rotation training. Drivers who are informed of rotation training shall not refuse to participate in education for an excuse.
Four, the vehicle owner, to participate in a safety study every month, according to the date of the annual organization of vehicle learning, attendance according to the driver's learning assessment method, no reason to be absent according to Article 10 of these measures.
Article 3 License management
1. Drivers of various vehicles belonging to the driving company must be approved by the Safety Management Section and must apply for an internal driving license before driving the company's vehicles. Anyone who drives a company vehicle without the company's internal driving license shall be deemed to have violated the company's safety management regulations and be fined 50-200 yuan.
Second, the motor vehicle driver who drives the company's passenger vehicles shall pay the security reputation deposit according to the Traffic Safety Agreement of Chongqing Huarong Hua Kai Logistics Co., Ltd. In the event of a major accident, the deposit shall be confiscated, and the insufficient part shall be paid by the parties. If there is no major accident, the deposit will be refunded (without interest).
Third, if the driver's license, driving license, qualification certificate, driving license and motor vehicle number plate are lost and need to be reissued, the parties concerned shall report to the security department, issue an application for reissue after verification, and go to the vehicle management authority for handling.
Article 4 Annual examination of driver's license
1. Drivers belonging to the company attend safety study on time, and if they do not violate the rules or cause accidents, they shall go to the Safety Management Section to handle the relevant formalities of annual review with the Safety Study Record Card.
Second, if the level of professional ethics is low, driving skills are poor, accidents are frequent, safety management is not obeyed, and it is no longer suitable for driving if you do not participate in safety study for more than three times throughout the year, the safety management department will not handle the annual examination and signing procedures.
3. During the annual examination of the driver's license, the relevant funds for safety activities shall be paid in accordance with the relevant provisions of the higher authorities. If the household registration of driver's license is not the annual examination procedure issued by the company, a certain security management fee shall be paid to the security department.
Article 5 Driver's driving rules
In addition to strictly observing the Regulations of the People's Republic of China on Road Traffic Management, drivers must also abide by the following traffic regulations:
1. When driving a vehicle, you must wait for the driver's license, driving license, passenger driving permit and internal driving license issued by the company's safety management department. Those with irregular documents or documents that are not verified according to regulations or fail to pass the inspection shall not drive the vehicle. The certificate shall not be lent, altered or forged.
Two, it is forbidden to drink and drive, smoking, eating, chatting or other behaviors that hinder safe driving while driving; Do not wear slippers to drive a vehicle, and do not drive a vehicle with diseases that hinder safe driving or excessive fatigue.
3. Do not overspeed; It is forbidden to turn off the fire and slide in the downhill gap; There is no DC oil supply; It is strictly forbidden to give the car to people who are not qualified to drive or do not meet the internship with the car, as well as people from other units to drive.
Four, no driving and driving license, driving qualification does not meet the vehicle; Do not drive a vehicle whose safety device does not meet the requirements or whose parts fail; Mixed loading of people and goods is not allowed; It is forbidden to drive and load vehicles that do not meet the requirements; It is not allowed to hire people who do not meet the company's safety management regulations to drive vehicles without permission.
Five, the door is not allowed to drive, cars are not allowed to open the door to stop, to prevent accidents such as door and roof injuries.
Six, driving a vehicle, you must obey the rules and discipline, civilized driving, driving at a medium speed. When turning, slow down, honk, drive to the right, and be ready to stop at any time; First, look at whether there are obstacles around the vehicle, then look at whether the instrument is normal, and then look at whether there are overtaking and passing vehicles; Let the car go first, slow down first, stop first; Do not overtake forcibly when overtaking, and do not avoid when avoiding; Park the car, hang the gear, pull the handbrake and plug the triangle wood; When driving, slow down when the situation is unknown, the line of sight is not good, starting, passing and stopping are slow, and crossing intersections, narrow roads, bridges, bends, dangerous slopes and busy sections are slow; In driving, it is also necessary to master the technical conditions of vehicle safety, road and loading conditions, climate and regional changes, the dynamics of various vehicles, and the characteristics of pedestrians, children and livestock activities.

Eleven, the driver should form good habits, consciously arrange rest time, ensure enough rest, with good energy into driving work, it is forbidden to fatigue driving.
Twelve, when a traffic accident occurs, the driver must immediately stop to rescue the wounded, protect the scene, report to the traffic police department and the company for processing, and must not forge or drive away from the scene.
Thirteen, the driver must be in accordance with the principle of "four pass" seriously learn lessons, write a profound inspection, and accept the treatment in accordance with the provisions of this system.
Article 6 A driver shall pass the examination and be employed.
A, vehicle operators to hire drivers, must go through the strict examination of the company's safety management department. Both parties can get on the bus only after signing the driver employment contract and obtaining the internal driving license.
2. When the DMV signs a contract with the hired driver, the driver shall pay the security study deposit 200 yuan to the company's security management department.
3. The hired driver shall bear the responsibility for vehicle operation safety, abide by traffic laws and regulations, do a good job in daily maintenance before starting, after picking up the car and during driving, and report to the operator and the safety management section of the company in time if any hidden accident is found.
Four, urge vehicle operators to maintain vehicle punctuality, not illegal driving, dare to oppose illegal command.
Five, the driver in the employment period, a major accident, the deposit is deducted, according to the original procedures to re employment.
Article 7 Penalties for violation of regulations
One, one of the following acts, a fine of 500 yuan, detention for a week, an accident, the consequences.

Five, one of the following acts, a fine in 30 yuan.
16, driving without a driver's license, driving license and driving license;

19. Smoking, making phone calls, eating or other behaviors that hinder safe driving while driving;
Article 8 Accident handling
1. After all kinds of traffic accidents happen to the company's vehicles, the safety management section should quickly organize safety officers to rush to the scene of the accident, participate in site investigation, cause investigation, rescue of the wounded, vehicle rescue and the aftermath of the dead and wounded, and try to reduce losses for the vehicle operators. Major accidents, safety management department leaders involved in handling; Major accidents, company leaders involved in handling.
2. All vehicles of the company must participate in the social insurance organized by the company. In the event of accident losses of vehicles participating in social insurance, in addition to the expenses paid by the insurance company, the vehicle operator shall be responsible for the deductible part. Any vehicle accident that does not participate in the company's unified insurance shall be solved and paid by the perpetrators and vehicle operators themselves.
Three, after the occurrence of serious accidents, the safety management department should write an accident report to the higher authorities, analyze the responsibility and causes of the accident, formulate the aftermath treatment plan, and put forward treatment opinions and preventive and corrective measures for those responsible for the accident. In case of serious accident, the company leaders and the person in charge of the safety management department shall make a written inspection and accept the superior's handling.
Article 9 Supplementary Provisions
1. Penalties for violations not specified in these Measures shall be implemented in accordance with Regulations of the People's Republic of China on Road Traffic Management, Measures for Handling Road Traffic Accidents in People's Republic of China (PRC), Regulations of Chongqing Municipality on Road Traffic Management Penalties and relevant regulations of the Company.
