The project proposal was approved by the National Development and Reform Commission in July, 2003, and was formally included in the Medium and Long-term Railway Network Planning with the approval of the State Council. The feasibility study report clearly suggests that the northern end of Huangda Railway should be connected with Huanghua South Station of Huang Shuo Railway, pass through Haixing on the west side of Dashan Seismic Station, pass through Binzhou North to Datianjiaqiao, cross Zidong Railway, set up Dongying South Station in the south of Liu Hu Town, cross Dong Qing Expressway, and Yang Zhai Railway goes directly to Dajiawa Station.
As a joint venture railway, the operation and management mode of the railway line is based on the establishment of Huangda Railway Co., Ltd., which is tentatively located in Dongying.
