2. 1 Construction site: Pinggu District, Beijing;
2.2 Construction content and scale: Chengping Expressway (Beijing section) project, formerly known as Chengping Expressway (Baojiazhuang city boundary to Hongshimen city boundary), is located in Pinggu District, starting from the Beijing-Hebei boundary on the south side of Baojiazhuang village in Gaodong village in the south, connected with the ring road (three river sections) in the capital area, reaching the Beijing-Hebei boundary on the north side of Hongshimen village in Jinhaihu town in the north, and connected with Chengping Expressway (Chengde section) with a total length of about 35 kilometers;
2.3 Service period: from the effective date of the contract to the date when the project is completed and meets the requirements of the contract.
3. Bidding scope: all the work contents of the construction drawing review of Chengping Expressway (Beijing section) project.
4. This tender requires bidders to meet the following qualifications
4. 1 The bidder has an independent legal person qualification and holds a valid business license issued by the administrative department for industry and commerce;
4.2 The bidder has Grade A qualification of highway industry design or comprehensive Grade A qualification of engineering design issued by the construction administrative department;
4.3 In the last five years (20 16 12 1 to the deadline for bidding), it has the performance of reviewing the design or construction drawings of expressways or municipal roads;
4.4 The person in charge of the project has the senior technical title of relevant major;
4.5 Not in a state of being ordered to suspend business, disqualified from bidding, taken over, frozen or bankrupt; There are no records of contract suspension, disputes, disputes, arbitration and litigation caused by the bidder's breach of contract or improper performance in the last three years; In the past three years, there have been no major engineering quality problems caused by fraud and serious breach of contract;
4.6 It shall not be the person who is executed due to dishonesty listed on the website of Credit China (www.creditchina.gov.cn);
4.7 Any legal person, other organization or individual who has an interest in the tenderer and may affect the fairness of the tender shall not participate in the bidding. If the person in charge of the unit is the same person or different units with holding and management relations, they shall not participate in the bidding of the same bid section or the bidding of the same project subject to tender without dividing the bid section. In violation of the provisions of the preceding two paragraphs, the relevant bidding is invalid;

5. Acquisition of bidding documents

7. The time and place of bid opening are the same as the deadline for submission of bid documents.
