After discovering the problem, the students in charge of the task adopted the method of alternating dry and wet, which completely solved the problem of repeatedly rubbing and soiling the marble slab.
4. The root of the problem that the green pool tiles on the south side of the road in front of the teaching building have not been cleaned has also been found. First, the class teacher and students don't pay attention to it. Second, there is a lack of coordination between the team cleaning the green pool and the team cleaning the ground. The tiles in the green pool have been cleaned, but when the students who swept the floor washed the floor with water again, dirty water splashed on the tiles, causing secondary pollution. Your request for instructions on issues related to geothermal resources management has been received, and we hereby reply as follows:
1. Geothermal resources are mineral resources with single attributes, which are different from underground fresh water with dual attributes.
Geothermal resources are a kind of mineral resources and belong to energy minerals in classification. Groundwater fresh water is not only a mineral resource, but also a water resource, which has dual attributes. There are great differences between geothermal resources and groundwater in temperature, material composition and genesis. The development object of geothermal resources is heat energy. Geothermal resources in the form of hot water are only one kind of geothermal resources, and water is only the carrier of heat energy (see Annex for details). Therefore, geothermal resources should be adjusted by mineral resources law, while underground fresh water should be adjusted by mineral resources law and water law.
Two, geothermal resources belong to the state, according to the relevant provisions of the mineral resources law, its ownership does not change because of the different ownership or use right of the land it is attached to. The state practices comprehensive development, comprehensive utilization and paid exploitation of geothermal resources and their associated resources.
Three, engaged in the exploration and exploitation of geothermal resources within the territory of China and the jurisdiction of the sea area, must abide by the provisions of the mineral resources law and its related supporting regulations.
(1) All exploration activities to find out geothermal resources belong to geological exploration activities. Units engaged in geothermal resources exploration shall register their qualifications and obtain the qualifications of exploration units in accordance with the Measures for the Administration of Geological Exploration Units issued by the Ministry of Geology and Mineral Resources 14. Units with geothermal resources exploration qualifications to carry out specific geothermal resources exploration work shall apply for registration in accordance with the provisions of the Interim Measures for the Administration of Mineral Resources Exploration Registration issued by the State Council, and obtain exploration licenses and exploration rights.
(2) The exploration of geothermal resources shall be conducted according to the burial conditions and resource characteristics of large, medium and small geothermal fields and in accordance with the geological exploration procedures of geothermal resources. Geothermal exploration units should put forward corresponding exploration reports according to different exploration stages. The general survey and detailed investigation report for further exploration shall be reviewed by the competent department of the exploration unit. The exploration control report shall be examined and approved by the mineral reserves examination and approval authority. The unapproved exploration report shall not be used as the basis for the preparation of geothermal resources development planning.
(three) after the completion of the exploration work, the geothermal exploration unit shall submit the geothermal resources exploration report and relevant materials in accordance with the provisions of the "National Geological Data Collection and Management Measures" and its implementation rules.
(4) All activities of developing geothermal energy belong to mining activities. The exploitation of geothermal resources must apply for mining registration in accordance with the provisions of the national and provincial (autonomous regions and municipalities) mining registration management measures, obtain a mining license, and obtain the mining right before mining.
Units that exploit geothermal resources shall apply to the provincial competent department of geology and mineral resources, and after the well location, thermal storage and exploitation amount are approved, the competent department of geology and mineral resources shall issue a mining license. For geothermal single wells and natural outcrops, scientific demonstration should be organized to find out the geothermal geological conditions, and apply to the provincial competent department of geology and mineral resources for registration before mining. Any exploitation of geothermal resources within a planned urban area must be approved by the competent department of urban construction, and then the competent department of geology and mineral resources will issue a mining license.
Four, the competent departments of Geology and mineral resources at all levels shall, in accordance with the relevant provisions of the mineral resources law, perform the duties of exploration, exploitation and supervision and management of geothermal resources in accordance with the law, and strengthen the supervision and protection of the development and utilization of geothermal resources.
Geothermal resources are developed and utilized in a planned way according to the principle of "whoever develops and protects, whoever pollutes and controls". For large and medium-sized geothermal fields, with the participation of the competent department of geology and mineral resources, the relevant administrative departments shall prepare the annual mining plan. It is necessary to adopt reasonable technology, implement cascade development and comprehensive utilization, and prevent waste of resources. Units or individuals that exploit geothermal wells shall take effective measures to avoid environmental pollution and other geological disasters.
China is rich in geothermal resources, which have been developed and utilized rapidly in recent years. However, there are still some problems in exploration and mining that have not been dealt with according to law, resulting in some adverse consequences. Therefore, the competent departments (bureaus) of geology and mineral resources of all provinces (autonomous regions and municipalities) should take effective measures to strengthen the supervision and management of the rational development, utilization and protection of geothermal resources according to law, and prohibit the exploitation and utilization of geothermal resources as general underground fresh water to maximize the economic benefits of geothermal resources.
