China Library Corporation and its distribution system shall go through the formalities of ordering and building households with the approval documents. Seventh ordering units must purchase foreign books and periodicals according to the needs of work tasks. Orders of each unit shall be strictly reviewed according to the following approval authority:
1. The natural science and technology books and materials order must be reviewed by the relevant business leaders of the unit and stamped with the official seal.
Ordering economic statistics, enterprise management, reference books and other books and periodicals can be handled according to this regulation.
2 social science books and periodicals orders should be audited by the person in charge of the unit and stamped with the official seal.
3. Orders for newspapers, large sets of documents, expensive science and education films, earth satellite photos, science and education videos, computer tapes with information, etc. It must be coordinated and approved by the leading organ that originally approved the establishment of the household.
4. Due to the needs of work, ordering books and periodicals of body painting, printed matter of popular art in the capitalist world, products of popular songs and other cultural and artistic materials and religious publications, and ordering books and periodicals with special needs by a few foreign affairs, propaganda and research units and public security, procuratorial and legal departments should be specially reported to the leading organs that originally approved the establishment of households for approval. Eighth ordering units should strengthen the management of imported books and periodicals, formulate a system to determine the scope of reading and use according to different books and periodicals; Those containing obscene and reactionary content should be strictly controlled and not allowed to spread. Article 9 In order to make full use of the limited imported books and periodicals, the Beijing Library and the central libraries of all provinces, municipalities and autonomous regions will be restored to be responsible for compiling the joint catalogue and providing interlibrary loan and reproduction services. Tenth China Library Group Corporation should strengthen the examination of imported books and periodicals, and do a good job in cataloging, subscription, subscription and distribution. Anyone who can be judged to be obscene, pornographic or terrorist murder shall not be included in the subscription catalogue. Orders should be checked, and orders that do not meet the approval requirements should be returned. We should always know about the management and use of imported books and periodicals and improve the management level of imported books and periodicals. Article 11 It is strictly forbidden to import books, periodicals and materials whose main contents are pornography, lewdness and indecent consciousness. Because it is difficult to judge in advance and mistakenly order imports, the China Library Corporation or the ordering unit will detain them and send them to the relevant departments for handling. If there is an excuse to buy obscene, pornographic, horrible and murderous books and periodicals, it must be stopped immediately and dealt with seriously.
Employees of China Library Corporation and its distribution system, customs, postal transportation and ordering units shall not take advantage of their work to peek at reactionary contents, pornographic texts and nude photos in imported books and periodicals. Those who steal, tear up, remake, copy and spread pornographic words and nude photos in society should be severely punished. Twelfth domestic units or individuals to order books and periodicals with their own foreign exchange, but also in accordance with the provisions of Article fourth and Article sixth of the examination and approval procedures.
Foreigners working in China can order books and periodicals on their behalf, and China Library Corporation and its distribution system collect foreign exchange or RMB according to their income currency.
Foreign embassies, business organizations, permanent representatives, journalists and other foreigners in China must place orders with China Library Group Corporation in foreign exchange. Thirteenth orders of books and newspapers in Taiwan Province Province or Hongkong and Macao shall be handled with reference to these regulations. Article 14 These Provisions shall be implemented as of the date of approval. Where the relevant provisions in the past are inconsistent with these Provisions, these Provisions shall prevail.
