The transfer between rail transit and private transportation refers to the transfer between rail transit and bicycles, private cars and other means of transportation. In view of the high proportion of bicycle trips in China and the rapid growth of private car ownership, encouraging the "stop+transfer" mode is of positive significance for rail transit to attract passengers, alleviate urban road congestion, save energy and protect the environment.
(1) Parking point (yard) setting. The "stop-and-transfer" travel mode is adopted to solve the problem of setting up parking spots (yards) mainly in terms of transfer facilities.
In order to meet the demand of bicycle transfer, rail transit stations should set up parking spots. For elevated stations, bicycle parking spots can be set on the ground floor under the elevated structure; For underground and ground stations, bicycle parking spots can be set up near the population. The size of bicycle parking spots depends on the passenger flow from cycling to rail transit. This paper analyzes the reasonable radius of bicycle pick-up area and the purpose of bicycle transfer, and finds that the reasonable bicycle pick-up area should be an area with a radius of 800~2 000 m around the rail transit station, and most people who use bicycles to transfer are commuters. Therefore, if there is a large residential area within the radius of bicycle transfer, the proportion of bicycle transfer in passenger flow will usually be higher, and the design scale of bicycle parking spots should generally be larger.
In order to reduce the number of private cars entering the central city, it is necessary to set up public parking lots and provide "parking+transfer" services. The location of the parking lot should generally be chosen near the rail transit station in the suburbs of the city, combined with the construction of rail transit transfer hub and the construction of commercial and office facilities around the station. In view of the shortage of urban land, the parking lot should be designed as many floors as possible to make full use of underground space.
(2) Parking charging policy. Parking charge policy is an important aspect of urban traffic demand management. Bicycle transfer parking is free, car transfer parking is lower, and vehicles entering the city center during peak hours have to pay transportation fees.
