1. In order to promote the construction of large-scale coal base in Jinzhong, ensure stable energy supply, optimize the coal industrial structure, and solve the problems of production continuity and personnel transfer and resettlement in resource-exhausted coal mines, it is agreed to implement coal capacity replacement and build Wujiamao coal mine project in Liu Li mining area (project code: 2018-000291-06-02).
The project unit is Shanxi Fenxi Zhongtai Coal Industry Co., Ltd.
2. The project construction site is located in Zhongyang County, Lvliang City, Shanxi Province.
Three, the mine construction scale of 3 million tons/year, supporting the construction of the same scale of coal preparation plant. The mine industrial site is located in the middle of the mine field, and the mixed development mode of inclined vertical shaft and zonal ventilation is adopted. When put into production, two fully mechanized working faces with plough are arranged. The underground coal transportation adopts belt conveyor, and the auxiliary transportation adopts rack-and-rail car. Coal washing adopts dense medium shallow tank, three-product dense medium cyclone, disturbed bed separator and flotation process. Dual-loop power supply is introduced from Xiazaolin 1 10 kV substation and Wujiazhuang 1 10 kV substation respectively.
Four, the total investment of the project is 4.62 billion yuan (excluding mining rights use fees). Among them, the capital is 65.438+38.9 billion yuan, accounting for 30.06% of the total investment, which is invested by the project unit with its own funds; Funds other than 3,236,543.8 million yuan shall be applied for bank loans.
Five, the project unit should strictly control the scale of construction land, so as to save intensive land and not exceed the standard land; Take energy-saving measures, choose energy-saving equipment, strengthen energy-saving management, and all energy consumption indicators must meet the prescribed standards.
Six, the project construction should conscientiously implement environmental protection measures, and strictly implement the "three simultaneities" system of environmental protection facilities designed, constructed and put into use at the same time. It is necessary to further optimize the design, improve the recovery rate of coal resources, and strengthen the comprehensive utilization of mine water, coal gangue, gas and other resources.
Seven, the project unit should strictly abide by the relevant laws, regulations and rules of production safety, the implementation of the main responsibility of production safety, establish and improve the management system, the implementation of mine gas, coal dust, water disasters, fires, ground pressure and other disaster prevention measures, to ensure the safety in production during the coal mine construction and production.
Eight, the project unit should strictly implement the provisions of the state on bidding, project survey, design, construction, supervision and procurement of important equipment and materials related to engineering construction should be subject to bidding, the bidding method is open bidding, and the bidding organization form is entrusted bidding.
Nine, the project unit should do a good job of land acquisition, demolition and ecological protection in the process of project construction and production, properly handle the relationship between project construction and external environment, and effectively prevent and resolve possible social risks.

Eleven, if you need to adjust the project approval documents stipulated in the construction scale, major technical solutions and other related content, please promptly report to our bureau in writing, and in accordance with the relevant provisions.
Twelve, the announced project capacity is registered at 3 million tons/year, and small-scale construction and over-capacity production may not be approved.
XIII. This project is an illegal coal mine that started construction without approval. Project units should learn profound lessons, strictly implement the capital construction procedures of coal mine projects, and prevent such behaviors from happening again. Relevant departments and units should be punished and accountable according to regulations.
