The funds needed for the construction, renovation and expansion of water supply facilities invested by the government shall be included in the annual financial budget of the people's governments of cities, counties and districts, and relevant procedures shall be performed in accordance with the basic construction procedures. Article 9 The municipal and county people's governments shall, according to the special water supply plan, make overall arrangements for the utilization of surface water and groundwater, develop new water sources in a planned way, build public standby water sources and emergency water sources, take measures to prevent water depletion and water pollution, and ensure water safety. Tenth new district construction and renovation of old districts, planning, land and resources departments should reserve land for urban water supply facilities according to the requirements of special water supply planning. No unit or individual may occupy or change the land for water supply facilities such as urban water source plants, water supply pipe networks, pressure stations and pipeline drinking water stations determined by urban and rural planning. Eleventh construction projects, should be supporting the construction of public water transmission (distribution) main pipeline and related facilities.
New construction, renovation and expansion of public * * * water transmission (distribution) main pipelines and related facilities shall conform to the special water supply plan and the annual construction plan, and after the examination opinions are put forward by the municipal, county and district water supply departments, the relevant procedures shall be performed in accordance with the basic construction procedures. Twelfth in the urban public water supply can provide water sources within the regional scope, water users shall not build their own water sources. Because there are special requirements for water quality, it is really necessary to build self-provided water sources, which shall be audited by the competent department of water supply and reported to the municipal and Qixian District People's governments for approval. Thirteenth conditional rural and pastoral areas should implement public water supply. Qixian District People's Government shall organize the construction of centralized water supply facilities in rural and pastoral areas.
In rural pastoral areas where public water supply is not available, the people's governments of counties and districts shall organize water search and take measures such as drilling wells, repairing canals and building reservoirs to ensure the drinking water safety of residents in water-deficient rural pastoral areas.
Encourage all sectors of society to invest and donate money to build centralized water supply facilities in rural and pastoral areas. Fourteenth new construction, renovation and expansion of major construction projects need water or new water consumption, the construction unit shall declare to the competent department of water supply before the project, water conservation, water rationality evaluation and water use plan. Major construction projects of new construction, renovation and expansion shall be equipped with water-saving facilities.
Construction projects other than those specified in the preceding paragraph shall be declared to the competent department of water supply. Fifteenth new construction, renovation and expansion projects need water, the construction drawing of the construction project shall include the design scheme of water supply facilities; If the water pressure exceeds the standard water pressure, it shall include the design scheme of secondary water supply facilities. Sixteenth construction units shall submit the design scheme of water supply facilities to the water supply department for review before applying for the construction drawing review.
After receiving the design scheme of water supply facilities of the construction unit, the water supply department shall submit written opinions to the construction unit within ten working days. Seventeenth in the special water supply planning to determine the pipeline drinking water supply area, new residential buildings should be supporting the construction of pipeline drinking water supply facilities.
