Hello everyone! First of all, I would like to express my warm congratulations on the convening of the summit forum on "Reform and Development" of fuel enterprises in large and medium-sized cities across the country! I would like to extend a warm welcome to the leaders and friends who participated in this summit forum! Next, I would like to report to you the research results on the idea of building a "strong coal concept in Beijing", and ask all leaders and colleagues to give more valuable opinions.
I would like to express my views on the background of the concept of "strong Beijing coal", the dialectical relationship between enterprises becoming stronger and bigger, the ideological system and significance of the concept, its clear strategic positioning and its implementation.
Previously, I served as Deputy Secretary of the Party Committee of Beijing Coal Group, in charge of organizing personnel work, and concurrently served as Party Secretary and Chairman of Jintai Hengye Company. At the end of 2008, the main leaders of Beijing Coal Group Company were adjusted, and I was appointed as Party Secretary and Chairman of Beijing Coal Group Company. After I arrive, where and how to develop the group is the primary problem that bothers me, and I want to seriously consider it.
Beijing Coal Group is a fuel enterprise in the capital and a diversified group with coal as its main business. There are many internal systems, such as joint-stock companies, limited companies, branches and factories. There are hundreds of small enterprises, most of which are basic industries. The production conditions of the vast number of coal employees are relatively difficult. Due to historical reasons, the improvement of the living conditions of coal workers is not large enough, and there is also the problem of shantytown renovation.
At the same time, the pursuit of the expansion of super-large enterprises in history has brought serious losses to some enterprises in the group, such as chocolate factories, mineral water plants, debt-to-equity swap loss-making enterprises, etc. These enterprises have little connection with the main coal industry and have low profitability due to their weak competitiveness.
As the capital, the share of Beijing Coal in the capital economy is not too heavy. Security is very important in the capital. According to the requirements of the capital function, we have not successfully transformed.
Although the group has made great progress since its establishment eight years ago, it has made great progress compared with itself. However, compared with advanced energy enterprises and advanced large enterprises, there is a big gap in strength, scale and development speed of enterprises.
Faced with these realistic conditions, what I need to think about is what kind of Beijing Coal Group to build and how to build it. After communicating with relevant leaders, experts and scholars, soliciting opinions and obtaining their help and guidance, after in-depth thinking, I realized that there must be an idea to unify everyone's thoughts and actions. Therefore, on June 6th, 65438, I put forward the idea of "strengthening Beijing's coal industry" at the meeting of middle-level and above leaders, and this important ideological achievement aroused wide recognition and strong response. First of all, understand the dialectical relationship between enterprise becoming stronger and bigger. I realize that it is the key to the success of the enterprise and the premise of establishing the "strong concept of Beijing Coal" to recognize the dialectical relationship between the enterprise and the enterprise. What is the relationship between "becoming stronger" and "becoming bigger" of an enterprise? What is the first, the second and the logical order? It has always been a controversial issue in academic and theoretical circles.
After careful consideration, I think we must find the answer in practice. The Group should be stronger first, then bigger, stronger, stronger, stronger, stronger, stronger, stronger, stronger, stronger, stronger. This is in line with Scientific Outlook on Development's requirements for sound and rapid development. We must adhere to the principle that good words come first and strong words come later. A good premise should be quick, and a strong foundation should be big. We must adhere to the unity of quality and speed, strength and scale. Insist on becoming stronger before becoming bigger. Strength is the foundation of greatness, and greatness is the development and extension of strength. If it is only strong but not big, it is a small boss and a small business, and it lacks competitiveness in the big market, it is not really strong; If it's just big but not strong, it's a paper tiger. It's only a hollow reputation, lacking in strength, and poor and weak, so it has no vitality, won't last long, and won't really become big. Only strong and big, big and strong, high in quality of enterprise, good in product quality and large-scale enterprises can gain a firm foothold, resist risks, achieve economies of scale and have strong market competitiveness.
At the same time, the strength is regional and phased. Enterprises in a region may be strong, but they may be weak compared with domestic and global enterprises. We should make constant efforts to achieve greater strength and scope. Excellence is regional first-class, Excellence is national first-class, and greatness is world-class. So we say to achieve Excellence, pursue Excellence and become a great enterprise. An enterprise may be strong for a while, but being strong today does not mean that it will be strong tomorrow, forever strong. We must keep pace with the times, constantly become stronger and bigger, and develop sustainably. Under the background of economic globalization, it is an overall and historic arduous task to become stronger and bigger in the long historical process.
About making enterprises stronger. That is, strong politics, strong system and mechanism, strong talent team, strong management, strong core competitiveness, strong profitability and strong staff life. The reason why we emphasize to be stronger is that some enterprises neglect to be stronger, unilaterally pursue to be bigger, fail to lay a good foundation, and are backward and chaotic in management. They only know that loans cost money, but they don't know how to repay them, and eventually go downhill and die, wasting employees' interests. Therefore, I emphasize that being strong is very important. Be sure to see clearly where the risks, weaknesses and shortcomings of the enterprise are, otherwise it will go downhill and there is no way out.
For example, there are still places and units in our group that are not strong enough. In history, some loss-making units have contributed to the development of the group company, but the losses are not in line with Scientific Outlook on Development. From the perspective of economics, the responsibility of state-owned enterprises is very clear, and enterprises must make profits. Of course, some projects need a cycle to achieve profitability. However, those who have been turning losses into hopeless for several years have quit. Being able to "stop bleeding and heal wounds", resignation is also development. Resignation is to liberate productive forces, liberate employees, distribute them to our stronger enterprises, and create greater value. Quit actively and orderly according to Scientific Outlook on Development's requirements, and arrange the leaders and employees.
About making the enterprise bigger. To be bigger is to be bigger on the basis of being stronger, to be stronger first and then bigger, to be stronger and bigger, and to be bigger at the same time. The big idea is to focus on ideals, strength, career, capital, assets and resources, high-quality talents, innovation ability, safe, harmonious and stable coverage, high-quality growth, low-cost expansion, platform to achieve economies of scale and courage to pursue strength. In this word "big", to embody the unity of ideal, strength, scale and benefit, the four should not be neglected. I think to be a good enterprise, we must have lofty ideals and lofty ideals. Achieve Excellence, pursue Excellence, and March towards a great enterprise.
Therefore, the relationship between enterprise becoming stronger and bigger is: first becoming stronger, then becoming bigger, becoming bigger while becoming stronger, becoming stronger and bigger, better and faster. Insisting on "becoming stronger and bigger" is the development road of Beimei Group. The powerful Beijing coal is related to the market concept. Comparing the domestic and international markets, it is strong to be recognized by the market. The strong Beijing coal is related to the concept of competition. In terms of competitiveness, only when the sustainable competitive advantage is significant can we consider strengthening Beijing Coal. The powerful Beijing coal is related to the concept of specialization. Only when the level of specialization is high and the enterprise is advanced can it be considered strong. Athletes are sick and injured, and it is difficult to win the championship, which solves the problems of loss and low profitability of some enterprises. Only when they enter the market with healthy and strong bodies can they be considered strong. Secondly, the ideological system of "strengthening Beijing coal view" is put forward. It is difficult for everyone to unify their thoughts and actions with the concept of "strong Beijing coal". In my opinion, there must be a systematic and concrete ideological system to support the "strong Beijing coal view". Through research, the ideological system of "strong Beijing coal concept" has been formed from eight aspects: thinking method, enterprise purpose, business model, work theme, basic task, enterprise style, key factors and fundamental motivation.
Its main contents are: thoroughly implement Scientific Outlook on Development, adhere to and develop enterprise strategy, build a powerful Beijing Coal Group, and achieve sound and rapid development, that is, take "holding high the banner, developing scientifically, building harmony, innovating in an all-round way, prospering enterprises and enriching the people" as the ideological method; Taking the construction of "powerful Beijing coal, dynamic Beijing coal and harmonious Beijing coal" as the enterprise purpose; The business model is "marketization, specialization, diversification, system optimization, return orientation and sufficient stamina"; Taking "laying a solid foundation, carrying forward the past, forging ahead, being safe and stable" as the working theme; Taking "efficiency, management, reform, openness, democracy, people's livelihood and security" as the basic tasks; Take "stressing ideals, strategy, principle, overall situation, unity and cooperation, communication, steady operation and reasonable expansion" as the style of Beijing coal enterprises; Focus on party building; With the creative work of managers and all employees as the fundamental driving force, we will build a powerful Beijing Coal Group.
About the way of thinking. In doing business, the way of thinking is very important. Jingmei Group adheres to the concept of holding high the banner, developing scientifically, building harmony, innovating in an all-round way and prospering enterprises and enriching the people. Prospering enterprises and enriching the people is the starting point and the end result of our thinking. With this way of thinking, we have the value orientation of doing things and the thinking orientation of thinking about problems. When formulating indicators and arranging work, we should combine the requirements of SASAC with the expectations of employees, combine the responsibility to superiors with the responsibility to enterprises, persist in seeking truth from facts, and proceed from reality in everything.

It is to give play to five advantages, namely, integration advantage, professional advantage, health advantage, resource advantage and ability advantage. Give full play to the advantages of integration, straighten out the relationship, gather various forces, and realize the scale effect; Give full play to professional advantages, improve the level of differentiation and core competitiveness, and make it difficult for others to imitate; Give full play to the advantages of health, make quality of enterprise go into battle high and light, overcome risks and win in the competition; Give full play to the advantages of resources, realize the value transformation of resources into assets and capital, give full play to internal potential, and promote the extension expansion with connotation development; Give full play to the advantages of ability, constantly promote enterprise value innovation and realize sustainable development.

It has a scientific business model that keeps pace with the times and has unique competitiveness, which can accelerate the realization of stronger and bigger goals.
About the work theme. Facing the new complicated economic situation and building a powerful Beijing Coal Group, it is necessary to put forward the working theme. Only with a clear theme and a clear plan can we achieve new success in our future work. The theme of our work is: "lay a solid foundation, forge ahead in the future, forge ahead, be safe and stable".

Extend the leading industrial chain and develop environmentally friendly building materials, civil explosive chemicals and mechanical processing manufacturing; Furthermore, a new pattern of strategic development is formed, in which coal, coal-fired electricity and new energy are the main industries, supported by real estate, logistics and warehousing, hotel tourism and urban service industry, supplemented by civil explosive chemicals, coal gangue brick making and machinery manufacturing. At the same time, accelerate the withdrawal of general enterprises such as disadvantages. The strategic thinking and positioning of the implementation focus of the concept of "strong Beijing coal" have been determined, so how to integrate it into the work of enterprises? How to become a reality? Is to focus on implementation. If we want to turn the "powerful Beijing Coal Concept" into a powerful Beijing Coal Group, an excellent enterprise and a modern state-owned enterprise with huge investment income, great brand influence and long-lasting foundation, we must unremittingly implement it.
We turn execution into an idea, a responsibility, a will, a culture, a habit, a lasting way of thinking and a guide to behavior. Test our overall thinking with the action plan, practical work and construction results of implementing the "strong Beijing coal concept".
Only by developing and expanding can enterprises overcome difficulties. In the face of the world financial crisis, we have taken a series of measures to ensure growth, people's livelihood and stability, forming a development pattern of coal industry, real estate industry and modern service industry simultaneously.
First of all, close the loss-making enterprises, actively implement the retreat of inferior enterprises, support the rapid expansion of superior enterprises, and ensure healthy development. We "retreat for progress" and vigorously adjust the "bleeding point". Starting from the requirements of building a green Beijing and maintaining the ecological environment of the capital, from the urgent need of building a strong coal city in Beijing and eliminating the source of losses, and from the fundamental interests of employees, the Group shut down its coal gangue thermal power plant, chocolate factory and other production enterprises with poor benefits to reduce the "blood loss" of enterprises. We use the funds of loss-making enterprises to invest in promising business projects, promote the optimization and upgrading of the economic structure of the group, and ensure the overall healthy development of the enterprise.
As for the hundreds of employees involved in the bankruptcy, they took the initiative to quit with the goal of "employees are not laid off and their income is guaranteed". In the current financial winter, some enterprises have thought of salary reduction and layoffs. We have made a decision: moderately increase employees' income in 2009, and tilt towards front-line employees, so that enterprises and employees can share the fruits of development. We improved the production and living conditions of employees, strengthened the transformation of shanty towns and mined-out areas, and changed the appearance of the region. According to the plan, the mining area under our jurisdiction will be transformed and built. Do a good job in five-year planning and formulate specific plans to alleviate the housing difficulties of employees.
About the coal industry. Coal is the main business and the main source of operating income and profit. Facing the exhaustion of resources and the emergence of substitute products, we must consider the sustainable development of enterprises as soon as possible. Affected by the financial crisis, domestic coal demand has decreased, coal mine overcapacity, coal prices have fallen, and the international coal market has been depressed, and Beijing Coal Group has suffered an unprecedented impact. One-third of Beijing Coal Group's coal sales are used for export, but this year's export orders have decreased by 400,000 tons compared with last year, and the price has also dropped from last year's $0/80 per ton to $90. In this regard, we are actively looking for coping strategies. In the domestic market, while developing new users such as metallurgy and power generation, we should do a good job in promoting the thermal coal and civil coal markets and actively cultivate small and medium-sized customers. In the first half of the year, the coal sales revenue was 654.38+0.65 billion yuan, accounting for 56% of the annual budget target. Coal sales reached 2.98 million tons, accounting for 57% of the annual budget target. Set two new historical records: one-day loading and one-month sales.
While consolidating the current coal output, we should strengthen marketing, open up markets, seize opportunities and achieve low-cost expansion. Accelerate the construction of coal bases in different places, implement the strategy of expanding resources in different places, and increase the research and development of new energy. We have begun to expand northwest Xinjiang and invested 3 billion yuan to build power plants, coal mines and railways.
