The meeting formed the Declaration of Integrity Enterprise Alliance of Leakless Drainage Pipeline System, and 13 enterprises that initiated the establishment of Integrity Enterprise Alliance publicly promised to the society: "No fake and shoddy raw materials will be used to process products; Do not produce unqualified pipes and fittings; Do not sell unqualified pipes and fittings or supporting piping systems; Guide or install pipeline projects and build a leak-free drainage pipeline system for the benefit of future generations. "

It is understood that the qualified rate of drainage pipelines in China has never exceeded 30% before, and the qualified rate of water supply pipelines has never exceeded 50% a few years ago. After several years of quality control, the qualified rate of these two types of pipelines has now exceeded 50%. In view of the long-standing outstanding problem of backward urban underground infrastructure, experts suggest that we should learn from international advanced experience and build underground common trenches in cities for centralized laying of municipal pipelines such as electricity, communication, radio and television, water supply and drainage, heat and gas, and gradually eliminate the problems such as "road zipper".

Shi Jingdong, the chairman of Zhejiang Sara Machinery Co., Ltd., who was elected as the first chairman of the integrity enterprise alliance of leak-free drainage pipeline system, said that the main reason why the quality of urban underground pipelines in China has been in a poor state for a long time is that the government has handed over the procurement right of underground pipelines to construction units. After winning the task of underground pipeline construction through bidding, construction units often purchase cheap and inferior pipelines in order to reduce costs and obtain profits. This practice of "bad money driving out good money" keeps the urban underground pipe network "weak and pressureless" again and again, and floods in case of rain and pollution disasters have become "urban diseases" in many places. Last August, the Ministry of Construction issued a document to implement the lifelong accountability system for engineering quality, which will implement lifelong accountability for the responsible units and persons who manufacture, sell and purchase fake and shoddy pipelines, which will bring new opportunities to manufacturers and service providers of leak-free drainage pipeline systems.
