How to divide central enterprises and state-owned enterprises? The list of 97 central enterprises is compiled for you.

What is a state-owned enterprise and what kinds of state-owned enterprises are there?

Brief introduction of state-owned enterprises:

China's state-owned enterprises refer to the unincorporated economic organizations whose assets are owned by the state and registered in accordance with the Regulations of People's Republic of China (PRC) on the Administration of Registration of Enterprise as a Legal Person.

Classification of state-owned enterprises:

1. Property classification

State-owned enterprises with special legal persons: providing public services directly. Such as national defense facilities, urban public transportation, urban greening, water conservancy and so on.

Wholly state-owned company: This kind of enterprise focuses on social goals, supplemented by economic goals. Such as railways, tap water, natural gas, electricity, airports, etc.

State-owned holding companies: quasi-natural monopoly enterprises such as electronics, automobiles, medicine and airports and pillar industries of national economic development. State-owned shares (joint ventures): Foton Motor, Haier, etc.

2. Grade classification

Enterprises directly under the State Council: China Railway Corporation, China Investment Corporation, etc.

Central enterprises: such as State Grid, Sinopec and PetroChina.

Provincial leading enterprises: Bright Dairy (Shanghai) and Xinhu Technology (Guangdong).

SASAC's subordinate enterprises in provinces and cities: water (drainage), gas, investment group, Xinhua Bookstore, airport, South-to-North Water Transfer Project, grain reserve, subway, mining, energy, tourism, etc.

Other county and township enterprises.

The difference between state-owned enterprises and central enterprises

State-owned enterprises and central enterprises belong to an inclusive relationship. State-owned enterprises are divided into central enterprises and local enterprises. State-owned enterprises are the abbreviation of enterprises owned by the whole people, and central enterprises are the abbreviation of enterprises directly under the central government (belonging to the ministerial level).

There is a concept to pay attention to here. According to the authority of state-owned assets management, China's state-owned enterprises are divided into central enterprises and local enterprises, so central enterprises must be state-owned enterprises, but state-owned enterprises are not necessarily central enterprises. The most striking feature of central enterprises is that the State Council SASAC manages enterprises on behalf of investors. Generally, state-owned enterprises are under the jurisdiction of local government SASAC or owned by other ministries.

The administrative level of central enterprises is higher than that of local state-owned enterprises. If state-owned enterprises belong to prefecture-level cities, central enterprises belong to municipalities directly under the central government or provincial and ministerial levels.

Which state-owned enterprises have the best treatment?

The overall treatment must be central enterprises > general Chinese prefix state-owned enterprises > state-owned enterprises subordinate to provinces and cities.

For small partners, the treatment of first-class state-owned enterprises is the most ideal, but there will be a certain gap between headquarters and branches. For example, China Development Bank, Sinopec, PetroChina, CNOOC, Export-Import Bank, China Mobile, State Grid and China Nonferrous Mining. These first-class enterprises are basically monopoly enterprises or policy banks.

For example, as I mentioned before, the treatment of central enterprises such as China Tobacco and State Grid is very good, and some even exceed the income level of local civil servants. Central enterprises are not only large in scale, but also the pillar of the national economy. After a period of development, they will form a clear main business and basically become leading enterprises in the industry.
