According to the spirit of document the State Council Guofa [2003] 15, the provincial people's government fully assumes the responsibility for the management and risk disposal of rural credit cooperatives in this region. In order to carry out these responsibilities, provincial governments mainly take measures such as establishing provincial rural credit cooperatives or other forms of management institutions and improving risk management mechanisms. Among them, under the leadership of the provincial people's government, the Provincial Association is responsible for the specific implementation of the management, guidance, coordination and service of rural credit cooperatives within its jurisdiction, and is mainly responsible for guiding and urging rural credit cooperatives to improve their internal control system and operational mechanism. Senior managers of provincial associations shall be recommended by the provincial people's government in accordance with relevant regulations, and shall be produced according to prescribed procedures after approval by the CBRC. The provincial government is also responsible for the daily management and assessment of the leadership of the provincial association.
