According to the plan in the Opinions, the renamed local railway bureau will be transformed into a one-person limited liability company funded by the Railway Corporation. After the establishment of the company, there will be no shareholders' meeting, and the iron company will exercise the functions and powers of the investor. In the future, the company will implement the leadership system of "two-way entry and cross-employment", that is, qualified party Committee members will enter the board of directors, the board of supervisors and the manager level through legal procedures; Party member, who meets the requirements in the board of directors, the board of supervisors and the manager, entered the Party Committee in accordance with relevant regulations and procedures. In principle, the chairman and general manager of the company are separated, and the party secretary and chairman are generally held by one person. At the same time, the local railway company will establish a new charter, which will operate in full accordance with the new mechanism from 20 18.
Relevant persons of the local railway bureau said that the new notice from the general level of the railway has not been received yet, so the main business of passenger and cargo has not changed much after the name change, and the follow-up reform measures should be implemented in early 20 18. A related person from Beijing Railway Company said that at present, diversified railway companies have begun to make some adjustments, but the scope involved is still limited.
