According to the "Reform Plan for the Official Car System of Central and State Organs", all units of the central and state organs can keep less than five official cars according to the total number of establishments and the nature of work. Vehicle disposal follows the principles of openness, fairness, justice and full competition.
Vehicle disposal mainly involves three types of institutions, namely appraisal, auction and dismantling and scrapping institutions. The person in charge said that the government procurement center of the central state organs and the government procurement center of the central state organs will be entrusted to determine the disposal institutions of vehicles cancelled by the central and state organs through public bidding, and every link of the bidding will be announced to the public to introduce social supervision.
Appraisal and evaluation institutions will objectively evaluate the cancelled vehicles and deal with them according to the evaluation. The first treatment is public auction, and the second is disintegration and scrapping.
If the vehicle is auctioned, the auction price shall be based on the evaluation price, and the auction price shall not be lower than the benchmark price. If the auction fails, the evaluation will be restarted to give full play to the role of the market. ? The person in charge said.
The person in charge said that the official car auction will fully reflect openness, fairness and justice, and anyone who meets the conditions can participate in the auction. Initially, it is considered to complete the bidding of the disposal agency before the end of August, and complete the handover and warehousing of the disposed vehicles before the end of September. The license plate of the disposed vehicle will be returned to the traffic control department as required and recovered by the vehicle management office.

Regarding the formulation of subsidy standards and vehicle disposal, the person in charge said that since 1994, the Audit Commission, the Ministry of Environmental Protection, the People's Bank of China and other 14 departments have carried out bus reform pilots, which have accumulated experience for this bus reform.
The formulation of subsidy standards should not only prevent it from evolving into disguised welfare, but also ensure normal official travel. According to the person in charge, the "Program" stipulates the corresponding vehicle subsidy standards. At the same time, in order to solve the problem of unbalanced official travel between different positions, each unit can extract a certain proportion from the official transportation subsidy as a whole according to the actual situation, but the proportion does not exceed 10% of the total subsidy.
