Approved by the People's Government of Henan Province, the provincial guarantee group was formally established in June 20 10 with a registered capital of 4 billion yuan. The Group takes "fairness and trustworthiness, mutual benefit, risk sharing * * * cooperation * * win-win" as its operating principle and "honesty, standardization, stability, innovation, pragmatism and efficiency" as its operating philosophy, and provides re-guarantee and credit enhancement services for credit guarantee institutions in cities, counties (districts).
